Job Summary
We are seeking a proactive and detail-oriented Project Engineer (Cost & Delivery) to support the execution of engineering and infrastructure projects post-tender award. This role integrates quantity surveying (cost planning, contract administration, and commercial management) with project coordination and site execution across the full project lifecycle.
The successful candidate will take ownership of project cost control, procurement, and contract administration, while ensuring smooth on-site delivery, system implementation, and stakeholder coordination. This role requires a strong balance of technical understanding and commercial acumen to deliver projects safely, on time, within budget, and in compliance with specifications.
Key Responsibilities
1. Quantity Surveying, Cost Control & Contract Administration
- Take ownership of project cost management and commercial functions, ensuring financial control from post-award through to final account closure
- Prepare and manage project cost plans, budgets, and cash flow forecasts
- Manage RFQs, evaluate vendor and subcontractor quotations, and perform tender and cost comparisons
- Administer contracts, evaluate and manage variation orders (VOs), and assess contractual and commercial implications
- Prepare and manage client progress claims, subcontractor valuations, and final accounts
- Monitor project expenditure, track cost deviations, and provide timely reporting to management
2. Procurement & Project Planning
- Raise purchase requisitions and manage procurement processes in line with project budgets and timelines
- Track material delivery, supplier performance, and lead times to support site execution
- Review project scope, drawings, and specifications to ensure alignment with procurement and cost planning
- Support project scheduling and resource planning
3. Site Execution & Project Coordination
- Coordinate day-to-day site activities to ensure works are executed according to drawings, specifications, and safety standards
- Supervise contractors and vendors to ensure quality, progress, and compliance
- Monitor project schedules, identify risks, and escalate delays or issues
- Ensure proper documentation of site activities, installations, and progress
4. Engineering & Systems Coordination
- Support implementation of engineering systems across electrical, mechanical, and integrated environments
- Coordinate installation of field devices, control systems, and supporting infrastructure
- Liaise with design and technical teams to ensure alignment between design intent and site execution
- Assist in basic system configuration, interfacing, and troubleshooting where required
5. Testing, Commissioning & Handover
- Coordinate and support testing & commissioning activities (e.g., FAT, SAT, UAT)
- Assist in troubleshooting technical or system integration issues
- Compile as-built drawings, test reports, and handover documentation
- Support project close-out, authority submissions, and client handover processes
6. Compliance, Safety & Documentation
- Prepare method statements, risk assessments, and technical submissions
- Ensure compliance with regulatory requirements, safety standards, and project specifications
- Maintain accurate technical, commercial, and contractual documentation throughout the project lifecycle
7. Reporting & Stakeholder Management
- Prepare progress reports, cost tracking updates, and project forecasts
- Participate in project meetings with clients, consultants, and internal stakeholders
- Monitor project risks, cost deviations, and performance indicators
Requirements
Education
- Diploma or Degree in Engineering, Quantity Surveying, Construction Management, or related discipline
Experience
- 2-5 years of relevant experience in engineering, construction, M&E, or infrastructure projects
- Experience in quantity surveying, cost control or contract administration
- Exposure to multi-disciplinary or integrated systems projects
Core Skillsets
- Cost estimation, quantity surveying, budgeting, and commercial management

- Ability to read and interpret technical drawings and specifications
- Strong analytical, organisational, and documentation skills
- Proficiency in Microsoft Projects and project cost tracking tools
Technical Exposure
- Basic understanding of integrated and connected systems, including sensors and field devices
- Familiarity with control systems (e.g., DDC, PLC, BMS) and system integration concepts
- Exposure to communication protocols (e.g., Modbus, OPC, MQTT)
- Awareness of data monitoring platforms or cloud-based systems
- Experience in system installation, configuration, or troubleshooting is an advantage
- Proficiency in CAD software
