Project Engineer / Snr Project Engineer

Position Overview:

WEFIC Singapore is seeking an experienced and results-driven Senior/ Project Engineer to lead and manage the execution of surface wellhead and Christmas tree (XMT) projects.

The role is responsible for overseeing the full project lifecycle-from contract award through engineering, manufacturing, testing, and final delivery-ensuring strict compliance with customer specifications, industry standards (API/ISO), and internal quality management systems. The Senior Project Engineer will act as a key interface between customers and internal cross-functional teams, providing both technical leadership and project execution oversight to ensure successful project delivery in terms of schedule, cost, and quality.

Key Responsibilities:

Project Planning and Execution:

. Prepare 6 elements of project objectives with SMART criteria, i.e. Specific, Measurable, Achievable, Relevant and Time-bound. The 6 elements are:

1. Project Delivery

2. Quality Assurance

3. Risk Management

4. Stakeholder Communication

5. Safety

. Define project scope, goals, project KPI's and deliverables with project team

. Lead or assist project execution and as a Single Point/Deputy Single Point of Contact

. Plan and execute multiple WEFIC projects from initiation to completion, ensuring alignment, quality and on-time delivery with project objectives.

. Work closely with WOEM Project Team on each project to ensure on-time, excellent products quality and on-budget delivery.

. Develop, maintain, and update detailed project schedules using project management software (e.g., Microsoft Project).

. Identify project risks, track progress, and proactively address any potential delays or issues.

. Develop mitigation strategies and contingencies plan to minimize impact on project outcomes.

. Provide regular updates on project status, including forecasts and deviations from the schedule.

. Prepare and present project schedule reports for management, stakeholders, and clients.

. Monitor project milestones, ensuring adherence to schedules and budgets.

. Coordinate with cross-functional teams (engineering, procurement, production, QA/QC, Services, etc.) to ensure smooth project execution.

. Oversee and manage the quality assurance and quality control (QA/QC) processes during project execution.

. Develop and maintain good working relationship clients, suppliers/vendors and project teams to ensure alignment on project goals and expectations.

Competency:

1. Leadership

. Provide technical expertise to project teams, ensuring that engineering solutions meet project specifications and client requirements.

. Review contract and specifications to ensure compliance with industry standards and project requirements.

. Ensure technical accuracy and consistency across all project deliverables.

. Provide oversight and mentorship to junior engineers and WOEM team members.

2. Wellhead Equipment and Systems Knowledge:

. Wellhead Design and Components: Deep understanding of wellhead equipment, including casing, tubing heads, valves, Christmas trees, blowout preventers (BOPs), and wellhead installation procedures.

. Wellhead Completion and Operations: Knowledge of well completion techniques, including the installation and operation of wellhead systems in various types of wells (e.g., gas, oil).

. Material Selection and Integrity: Understanding of material properties, corrosion prevention, and the selection of appropriate materials for wellhead systems under different environmental and operational conditions.

3. Project Management:

. Project Planning and Scheduling: Proficiency in creating and managing detailed project plans, timelines, and schedules using project management tools (e.g., Primavera, MS Project). . Ability to identify critical paths and key project milestones, ensuring that tasks are completed on time and within scope.

. Cost Estimation and Budgeting: Ability to estimate project costs, control budgets, and track financial performance throughout the project lifecycle.

. Risk Management: Identifying, assessing, and mitigating technical, operational, and safety risks during the project execution phase

. Contract and Vendor Management: Ability to with suppliers/vendors on contract negotiation, vendor selection, and ensuring that the suppliers meet technical requirements and deliverables.

. Analytical Approach: Proficient and logical/pragmatic approach in identifying and resolving project issues including conducting risk mitigation and root cause analysis for project execution.

4. Wellhead Installation and Testing Services:

. Installation Techniques: Deep understanding of the installation of wellhead equipment and the associated procedures and best practices.

. Equipment Testing: Good experience in performing fit function, pressure and gas tests and ensuring that wellhead systems meet safety and operational standards before commissioning.

. Filed Operational Procedures: Knowledge of the field activities and procedures involved in the successful/concerning operation/maintenance of wellhead systems, including all pre-commissioning preparation for operations, checks, verification, and start-up activities.

5. Wellhead Regulatory Compliance and Standards:

. Industry Standards and Codes: Knowledge of international and regional standards (e.g., API, ISO, ASME) and regulatory requirements related to wellhead design, installation, and operations.

. Safety and Environmental Compliance: Understanding of HSE (Health, Safety, Environment) standards and regulations to ensure the safe and environmentally responsible operation of wellhead systems.

Qualifications & Experience:
Education

. Bachelor's degree in Mechanical Engineering, Petroleum Engineering, or related discipline.

Experience

. Minimum 2-3 years of experience in project engineering or project management within the oil & gas industry. Those with more experience will be considered for Senior position. Candidates with equivalent project management experience in the industries relevant to oil & gas industry such as Marine, Ship Building and Energy sectors may be considered.

. Proven experience in surface wellhead systems and Christmas tree equipment.

. Strong knowledge of API 6A, ISO 9001, and relevant QHSE standards

. Experience managing multiple concurrent projects.

. Exposure to international clients and EPC contractors preferred.

. Proficiency in MS Office and MS Project (or equivalent planning tools).
