Project Engineer/ Senior Project Engineer
Location : Tuas
Design Electrical & Instrumentation (E&I) systems and equipment, including the following:
- Electrical Power systems, Critical and non-critical, Standby system.
- Instrumentation, Process Control System (PCS), Building Management System (BMS), PLC.
- Network systems, CCTV systems, Fire Alarm systems.
- Project implementation through installation, commissioning, testing, validation and documentation, maintenance and operation troubleshooting in accordance to plant specification.
- Project and Operation Code of Practice, Standards, cGMP, EHS and regulatory requirements.
- Carry out cost estimation, planned scheduled using MS Project software, project cost control and project report.
- Maintain project cost data by developing information requirements and manage project cashflow using Capital Portfolio Management (CPM).
- Carry out bid preparation, site show, evaluate, recommendation and safety briefing for E&I equipment vendor and contractor for the project.
- Work with cross function Project team to support other project activities meeting cost, schedule and in compliance with cGMP, EHS and regulatory requirements.
- Carry out project safety review such as Risk Assessment
Position Responsibilities
- Evaluate equipment and system integrity by conducting feasibility study and applying principles of electrical, instrumentation and controls.
- Improve equipment reliability by through fabrication, assembly, installation processes, testing and validation methods.
- Develop testing and validation procedure (with Quality/Validation) by studying test requirements and operating methods.
- Prepare bidding document/drawings, carry out bid evaluation and recommendation.
- Provide engineering information support by coordinating OEM training, developing OJT training materials (with respective maintenance team).
- Liaise with Professional Engineers, consultants and government bodies on any planning and submission requirements for projects.
- Complete assigned projects (CAPEX & MISC CAPEX) without compromise on safety, schedule, specification, quality and within budget.
KPI's include:
- Safety incident and lost time
- Project implementation with schedule and budget
- Ability to execute and co-ordinate all engineering design (internally with key stakeholder and externally with engineering firm) independently

Capital budget from US$ 5 ( minor projects ) to more than US$5MM
EDUCATION
- Diploma or Degree in Engineering.
- Registered Professional Engineer would be useful.
Experience
- At least 5-15 years of relevant experience in Pharmaceutical / Chemical / Petrochemical industry.
- Knowledge of reliability maintenance, Utilities Operation and Project Management skills.
- Familiar with government code of practice, regulations and current Good Manufacturing Practice (cGMP).
- Familiar with Electrical Power, Instrumentation, Process Control Systems, Building Management Systems, Fire Alarm systems, Earthing Systems and all related services.
- Familiar with Hazardous area classification, in design and implementation.
- Familiar with Motive Power and related control systems.
- Familiar with medium and low voltage systems.
- Familiar with Standby and Backup electrical systems.
- Familiar with Critical Path Analysis.
- Familiar with Risk Assessment, Management and Mitigation.
- Registered Professional Engineer is preferred.
