Plan, coordinate and supervise the construction of water main and associated pipeline works in accordance with approved drawings, specifications, method statements and project requirements.
Manage day-to-day site activities including excavation, trench support, pipe laying, jointing, testing, disinfection, backfilling and reinstatement works.
Coordinate with the Resident Engineer (RE), Resident Technical Officer (RTO), consultants, contractors, utility agencies and relevant authorities to ensure smooth execution of works.
Review construction drawings, shop drawings, method statements, risk assessments and inspection/test plans prior to commencement of works.
Monitor construction progress and ensure works are carried out according to the approved programme and project schedule.
Coordinate with subcontractors and site teams to ensure manpower, materials, plant and equipment are available to meet project requirements.
Supervise and coordinate water main installation works involving various pipe sizes, fittings, valves, chambers and associated structures.
Ensure proper setting-out, alignment, levels and installation of pipelines in accordance with approved drawings and specifications.
Coordinate with existing utility services and ensure that excavation and construction works are carried out safely without damage to existing services.
Arrange and coordinate inspections, testing and commissioning of completed water main works, including pressure testing, leakage testing and disinfection where applicable.
Monitor quality of workmanship and ensure all works comply with PUB requirements, approved specifications and relevant Singapore Standards.
Prepare and maintain site records, inspection requests, progress reports, as-built information and other project documentation.
Identify site issues, technical constraints and potential delays, and coordinate with the relevant parties to implement appropriate solutions.
Attend site meetings and coordinate with the consultant, client and contractor on technical and construction matters.
Monitor and verify quantities of work completed for progress claims and assist in the preparation of variation claims where required.
Ensure compliance with project safety, environmental and statutory requirements.
Provide technical guidance to site supervisors and construction teams to ensure works are executed efficiently and safely.
Requirements
Degree in Civil Engineering or equivalent.
IES certified Resident Engineer
Minimum 3 years of relevant experience in civil construction, preferably involving PUB water main / potable water pipeline works.
Experience in water pipeline installation, excavation, pipe laying, testing and commissioning will be an advantage.
Familiar with construction drawings, specifications, method statements, inspection procedures and site coordination.
Strong coordination, communication and problem-solving skills.
Able to work independently and manage multiple site activities.
