Role Overview

The Project Delivery Leader is responsible for leading and managing the successful delivery of technology and digital transformation initiatives across government agencies. The role involves overseeing project planning, execution, governance, and stakeholder engagement to ensure projects are delivered in accordance with public sector standards, timelines, and quality expectations.

The incumbent will work closely with business stakeholders, technology teams, vendors, and senior management to drive outcomes that support Singapore's digital government initiatives and improve public service delivery.

Key Responsibilities

Project Delivery & Programme Management

  • Lead the end-to-end delivery of large-scale digital, technology, or transformation projects across government agencies.
  • Develop project plans, schedules, and delivery frameworks aligned with organisational and programme objectives.
  • Monitor project milestones, deliverables, and dependencies to ensure timely and successful delivery.
  • Manage project scope, timeline, budget, and quality in accordance with governance standards.

Stakeholder Engagement

  • Collaborate with internal and external stakeholders, including government agencies, vendors, and technical teams.
  • Facilitate stakeholder workshops to gather requirements and align delivery objectives.
  • Provide regular updates to senior management and steering committees on project status, risks, and mitigation strategies.

Delivery Governance & Compliance

  • Establish and maintain project governance structures, reporting frameworks, and documentation.
  • Ensure projects adhere to government policies, procurement processes, and regulatory requirements.
  • Manage risk registers, issue logs, and change requests to ensure effective project oversight.

Vendor & Contract Management

  • Work with procurement teams to onboard and manage external vendors and service providers.
  • Monitor vendor performance to ensure delivery aligns with contractual obligations and service standards.
  • Coordinate with vendors and partners to resolve delivery issues and manage dependencies.

Team Leadership

  • Lead cross-functional project teams including project managers, business analysts, designers, and technical specialists.
  • Foster a collaborative and results-oriented team environment.
  • Provide guidance and mentorship to project team members.

Continuous Improvement

  • Contribute to the development and improvement of project delivery frameworks and methodologies.
  • Promote best practices in Agile, DevOps, and user-centric design approaches.
  • Support initiatives that enhance digital service delivery across government agencies.

Requirements

Education

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related discipline.

Experience

  • 8–12 years of experience in project or programme management, preferably within digital transformation, IT systems delivery, or public sector technology initiatives.
  • Demonstrated experience managing complex, multi-stakeholder projects.
  • Experience working with government agencies, large system integrators, or consulting firms is advantageous.

Technical & Professional Skills

  • Strong knowledge of project and programme management methodologies (Agile, Waterfall, Hybrid).
  • Experience in stakeholder management and cross-agency collaboration.
  • Strong risk management and governance capabilities.
  • Familiarity with government procurement and vendor management processes is advantageous.
  • Excellent communication, facilitation, and presentation skills.

Preferred Certifications

  • PMP (Project Management Professional)
  • PRINCE2 Practitioner
  • Agile / Scrum certifications (e.g., Certified Scrum Master)
