The position reports to Value-Driven Outcome (VDO) office, to lead and coordinate the implementation and operationalisation of Patient-Reported (Outcomes and Experience) Measures (PRMs) from a group level, to align and harmonise across the various NUHS institutions. The position is to support clinicians and multi-disciplinary teams in designing and implementing clinical and patient journey workflows, manage procurement processes such as instruments and IT solutions encompassing all capital expenditures (capex) and operating expenditures (opex) relating to PRMs project funding, secretariat relevant committees and workgroups, chart and report progress, track PRMs programme and project outcome and milestones to ensure successful assimilation and integration across the group. .
Responsibilities
- Lead end-to-end implementation of PRMs at NUHS: Plan, coordinate, and oversee the cluster-wide PRMs programme, drawing on direct experience in designing and validating PROMs instruments within clinical services.
- Engage clinicians, nurse leads, and IT to embed PRMs into workflows.
- Drive vendor evaluation, coordination and implementation of relevant digital platforms as required.
- Develop project plans, roadmaps, and KPIs to track implementation and outcomes.
- Collaborate with data, informatics, and clinical governance teams to enable data-driven insights.
- Ensure adherence to PDPA, data governance, and ethical standards in PRMs data usage
- Support value-based healthcare (VBHC) initiatives by analysing large datasets and visualising insights through Tableau dashboards to drive strategic decision-making.
- Support the integration of Patient-Reported Outcomes into broader VBHC initiatives, aligning with institutional goals on quality, cost, and what matters to patients.
- Manage programme budget and contract deliverables, if applicable
- Coordinate training and change management for clinical teams and operational staff
Qualifications
- Postgraduate qualification in healthcare administration, informatics, or strategy (e.g. MBA, MSc) - clinical experience is a must.
- Proven experience in leading PROMs design and implementation within hospital or clinics.
- 58 years of cross-disciplinary healthcare experience spanning clinical practice, programme management, and digital health innovation.
- Strong grounding in the global PROMs and VBHC literature, with the ability to translate evidence into local implementation.
- Must integrate clinical insight (to ensure PROMs are meaningful for care), financial acumen (linking outcomes to cost), and technology expertise (building digital platforms) to deliver an end-to-end PRMs programme.
- Excellent stakeholder management and cross-functional coordination skills
- Experience working with health data, IT systems, or digital transformation is an advantage.
