We are looking for an experienced and results-driven Program Delivery Lead to oversee end-to-end delivery of fixed-price, high-stakes transformation programs for public sector clients in Singapore. This role focuses on the Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse) and requires a proven ability to manage large-scale programs, drive client satisfaction, and navigate complex regulatory environments. Key Responsibilities:
- Lead and Manage Programs: Drive large-scale, fixed-price Microsoft Business Applications programs for public sector clients, ensuring on-time, on-budget delivery while maintaining high client satisfaction.
- Client & Stakeholder Relations: Build strong relationships with senior government stakeholders, manage expectations, and ensure alignment between client objectives and program delivery.
- Governance and Oversight: Ensure rigorous governance of the delivery process, maintaining compliance with contractual terms, regulatory frameworks, and risk management procedures.
- Team Leadership & Collaboration: Lead and mentor cross-functional teams (solution architects, developers, change managers) to ensure seamless execution and alignment across the project.
- Risk Management: Take proactive steps to identify, mitigate, and resolve risks, including stabilizing troubled projects and getting them back on track.
- Strategic Advisory: Serve as a trusted partner to clients, providing strategic insights, commercial guidance, and ensuring that delivery outcomes align with long-term business goals.
Required Experience & Skills:
- Bachelors or Masters degree in Computer Science, Computer Engineering, or related field.
- 12-15 years of experience in IT consulting and program delivery, with 5-7 years focused specifically on Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse).
- PMP or equivalent certification preferred.
- Knowledge of cloud-based integrations (Azure, Microsoft 365, Dynamics 365) and experience with tools in the Microsoft ecosystem.
- Public Sector Knowledge: In-depth understanding of compliance, data governance, and regulatory standards specific to public sector projects in Singapore.
- Proven success in managing large-scale, fixed-price programspreferably in public sector or regulated industries.
- Demonstrated ability to stabilize and revive troubled programs, ensuring on-time delivery and client satisfaction.
- Public Sector Expertise: Strong understanding of Singapore government frameworks, public sector procurement models, and stakeholder environments.
- Familiarity with compliance and data governance standards in the public sector.
- Contract & Risk Management: Extensive experience in interpreting and managing contractual agreements (SOWs, SLAs, risk clauses) and handling escalations.
- Client Engagement: Exceptional ability to engage with senior-level government officials and build trusted relationships.
- Leadership: Proven track record of leading delivery teams, ensuring quality, agility, and accountability throughout the program lifecycle.
