Position Overview
The Program Head provides strategic, operational, and professional leadership for Kasih Sayang a community-based project within the Family Service Centre. The role ensures programme execution aligns with the program's Theory of Change (ToC), oversees Monitoring & Evaluation processes in collaboration with the Impact & Innovation Team, provides structured community work supervision to program and hybrid staff, and stewards relationships with donors, volunteers, and residents to strengthen community ownership and sustainability.
Key Duties & Responsibilities
1. Strategic Leadership & Theory of Change Alignment
1.1. Ensure programme strategies and activities are aligned with the Kasih Sayang's Theory of Change.
1.2. Translate intended outcomes into operational plans, indicators, and measurable targets.
1.3. Guide staff in linking ground-level activities to short-, medium-, and long-term impact.
1.4. Review programme design to ensure logical and evidence-informed intervention pathways.
1.5. Drive continuous improvement where gaps between intended and actual outcomes are identified.
2. Monitoring & Evaluation (M&E) Oversight
2.1. Oversee implementation of the programme's M&E framework.
2.2. Partner closely with the Impact & Innovation Team to:
2.2.1. Develop outcome indicators and data collection tools.
2.2.2. Review service utilisation trends and impact data.
2.2.3. Interpret findings and recommend refinements.
2.2.4. Identify opportunities for innovation and scaling.
2.3. Ensure staff compliance with data documentation standards.
2.4. Present insights and impact reports to management, funders, and stakeholders where required.
3. Community Work Supervision & Practice Leadership
3.1. Provide structured supervision monthly to program staff and two hybrid staff.
3.2. Guide staff in community assessment, outreach planning, mobilisation, and stakeholder engagement.
3.3. Support hybrid staff in integrating casework insights into community-level strategies.
3.4. Facilitate reflective practice sessions linking community observations with ToC outcomes.
3.5. Provide oversight in managing complex community dynamics and engagement risks.
4. Donor, Volunteer & Resident Relationship Oversight
4.1. Oversee strategic engagement and relationship management with donors, volunteers, and residents.
4.2. Ensure donor engagement aligns with programme values, community needs, and ethical standards.
4.3. Support staff in cultivating meaningful volunteer involvement and community participation.
4.4. Foster resident leadership and ownership of initiatives.
4.5. Balance stakeholder expectations while safeguarding beneficiary dignity and confidentiality.
4.6. Work with management to communicate programme impact to donors and partners.
4.7. Ensure volunteer roles are well-defined, supported, and aligned with programme outcomes.
5. Programme Execution & Operational Management
5.1. Oversee day-to-day programme implementation and milestone tracking.
5.2. Ensure KPIs, deliverables, and reporting requirements are met.
5.3. Monitor budget utilisation and resource allocation.
5.4. Identify operational risks and implement mitigation strategies.
5.5. Ensure proper documentation and audit readiness.
6. Staff Development & Capacity Building
6.1. Build team competencies in community development, outcome-based practice, and stakeholder engagement.
6.2. Conduct performance appraisals and developmental reviews.
6.3. Support workload balancing for hybrid staff.
6.4. Promote a culture of accountability, learning, and collaboration.
