About the Role

We are seeking a highly capable Procurement professional to support major oil & gas / petrochemical operations on Jurong Island. This role will be responsible for end-to-end procurement activities across CAPEX projects, plant maintenance (OPEX), and strategic sourcing initiatives, ensuring cost efficiency, compliance, and supply continuity.

Key Responsibilities

  • Lead end-to-end procurement processes including sourcing, tendering, evaluation, negotiation, and contract award
  • Manage procurement for EPC projects, shutdowns/turnarounds, and plant operations
  • Develop and execute sourcing strategies for critical categories (e.g. mechanical, electrical, instrumentation, rotating equipment, services)
  • Drive vendor qualification, evaluation, and performance management
  • Negotiate commercial and contractual terms to achieve cost savings and risk mitigation
  • Ensure compliance with company procurement policies, HSE standards, and regulatory requirements on Jurong Island
  • Collaborate closely with engineering, project controls, maintenance, and operations teams
  • Monitor market trends, supply risks, and pricing fluctuations (steel, equipment, logistics, etc.)
  • Support contract management, claims, and dispute resolution
  • Drive digital procurement initiatives (SAP/Ariba or equivalent systems) and reporting

Key Requirements

  • Bachelor's Degree in Engineering, Supply Chain, Business, or related discipline
  • 8–15 years of procurement experience within oil & gas, petrochemical, refinery, or EPC environments
  • Strong experience in both project procurement (CAPEX) and operational procurement (OPEX)
  • Familiarity with Jurong Island operating environment and contractor ecosystem is highly advantageous
  • Proven track record in supplier negotiation and cost optimization
  • Experience working with EPC contractors, OEMs, and global suppliers
  • Strong understanding of contracts (e.g. FIDIC, bespoke EPC contracts, service agreements)
  • Proficiency in ERP systems (SAP preferred) and procurement tools
  • Strong stakeholder management and communication skills
