About the Role

We are looking for an experienced and strategic Procurement Manager to lead and shape our procurement framework at Yamazaki Mazak Singapore (YMS). In this role, you will be responsible for end-to-end procurement governance, including process design, policy development, contract lifecycle management, and supplier oversight. You will ensure that all procurement activities are compliant with ISO standards and internal controls while driving operational efficiency, risk mitigation, and commercial value across the organization.

Responsibilities

Procurement Process & Governance

  • Design, implement, and continuously improve procurement processes, SOPs, workflows, and approval matrices across both direct and indirect procurement
  • Ensure alignment with ISO 9001 requirements, audit standards, and document control protocols
  • Integrate procurement workflows with Microsoft Dynamics 365 (D365) for accurate documentation and traceability
  • Lead periodic process reviews (PR–PO flow, vendor onboarding, bidding process, contract issuance, variation orders)
  • Establish and monitor KPIs such as SLA adherence, PR–PO lead time, compliance rates, and contract cycle time

Contract Management & Governance

  • Lead end-to-end contract lifecycle management for service agreements, supply contracts, framework agreements, and CAPEX procurement
  • Oversee the creation, review, negotiation, and renewal of:
  • Master Service Agreements (MSA)
  • Non-Disclosure Agreements (NDAs)
  • General Terms & Conditions (T&Cs)
  • Vendor and supplier contracts
  • Maintain a centralized contract repository with version control and expiry tracking
  • Ensure legal compliance and alignment with corporate policies in collaboration with Legal and QMS teams

MSA, NDA & T&C Standardization

  • Develop and maintain standardized procurement templates for MSAs, NDAs, and T&Cs across goods, services, and project contracts
  • Conduct regular reviews to ensure alignment with:
  • Industry standards
  • Regulatory requirements (PDPA, safety, environmental, trade compliance)
  • YMS risk management principles
  • Provide guidance on contract clauses, exceptions, and deviations
  • Establish governance frameworks for contract change requests and clause deviations

Variation Order (VO) & Change Management

  • Establish structured workflows for variation order (VO) creation, review, approval, and documentation
  • Validate VO justifications (scope, quantity, schedule, and rate changes)
  • Collaborate with Engineering, Maintenance, and Finance to ensure:
  • Compliance with contract terms
  • Transparent cost impact analysis
  • Alignment with budget controls
  • Maintain VO registers and reporting dashboards for management visibility

Supplier Management & Risk Control

  • Develop and implement a robust supplier governance model, including:
  • Supplier evaluation and qualification
  • Performance reviews
  • Risk scoring and mitigation strategies
  • Ensure adherence to approved vendor lists and compliance standards
  • Support internal and external audits (e.g., ISO, customer audits) through proper documentation readiness

Procurement Operations Leadership

  • Oversee procurement operations to ensure PR/PO compliance, pricing accuracy, and proper contract referencing
  • Strengthen controls across:
  • PR/PO workflows
  • Three-way matching
  • Payment verification
  • Supplier onboarding and compliance checks

Cross-Functional Collaboration

  • Partner closely with Finance, QA, Compliance, Engineering, IT, Operations, HR, and Maintenance teams
  • Provide clear procurement guidance on contract terms, purchasing standards, and vendor selection

Qualifications

  • Bachelor's degree in Supply Chain, Business, Engineering, or related field
  • 7–10 years of procurement experience, with at least 3–5 years in a managerial role

Required Skills

Strong expertise in:

  • Process and SOP design
  • Contract drafting and negotiation
  • MSA / T&C governance
  • Variation Order (VO) management
  • Familiarity with ISO 9001 and audit requirements
  • Experience with ERP systems (preferably Microsoft Dynamics 365)
