Procurement Manager - Siemens Singapore DI FA

Position Overview

As Procurement Manager for Siemens Digital Industries Factory Automation (DI FA), you will beresponsible for establishing and leading the strategic procurement function at our new factory. You will collaborate with cross-functional teams to build the procurement department from the ground up, manage all related spending, and ensure sustainable business growth while maintaining market-leading supplychain performance at competitive costs. Your responsibilities cover early involvement, procurement strategy development, supplier management, sourcing/negotiation/contracting, procurement risk management, and procurement governance in line with Siemens procurement principles and guidelines.

Key Responsibilities

Department Setup & Team development

  • Develop procurement structure and team setup plan according to business development plan.
  • Recruit, onboard, and train procurement professionals to establish a competent and diverse team
  • Lead team supports factory setup requests in the beginning.
  • Develop people core competence in SCM functions to ensure long-term success through highly motivated and qualified employees in diverse teams.

Procurement Strategy and Execution

  • Develop procurement strategy together with cross functions according to FA business plan and target by positioning factory demand in SCM pooling Organization and relevant markets (e.g. core, non-core, make or buy, localization, innovation, digitalization, cost value engineering,sustainability etc.)
  • Develop initiatives and performance programs for area of responsibility Ensure alignment of (detail) Commodity strategies, footprint and supply chain resilience strategies towards the superior strategy levels.
  • Contribute to Supply Chain footprint and drive GVS initiatives. Implement procurement KPI targets, continuously execute and monitor the performance, and manage purchasing activities to provide efficient support to related business sustainable growth and competitiveness.
  • Close collaboration with FA Procurement and PUC team to best utilize the synergies, know how exchange, scale up of innovations and pooling opportunities.Close collaboration with cross functions to drive productivity to business.

Supplier Management & Development

  • Lead Procurement team and collaborate with cross-functions to perform 3rd-partysupplier selection, qualification, evaluation and continue develop the suppliers to ensure Siemens related supplier management requirements are fulfilled and bring supplier to the next level to support Siemens requirements
  • Drive supplier early involvement, innovation and continuous improvement programs.

Risk Management & Compliance

  • Continuously drive compliance awareness from procurement perspective, ensure business purchasing activities are executed within Siemens compliance framework and risk management requirements to ensure an ESG-secured supply chain including tier-n transparency
  • Develop risk mitigation strategies for the new factory, including supply chain resilience and business continuity planning
  • Continuously drive SCM sustainability implementation, including governance and decarbonization in both product and SCM

Procurement Excellence

  • Ensure that procurement-relevant governance topics including procurement guidelines, policies, processes, methods and tools, and digitalization are well-installed and implemented in the factory
  • Establish procurement systems, tools, and digital solutions to support efficient procurement operations
  • Continuously drive procurement optimization with digitalization and AI to optimize processand working efficiency.
  • Drive Learning culture in team to keep improving daily work and people competence.
  • Buildup Open, Trust, Ownership, Collaborative and Target Driven culture in Team.

Required Qualifications

  • Minimum 8-10 years of professional strategic procurement experience and supply chain background
  • Proven leadership experience in people management with intercultural teams
  • Experience in setting up procurement departments or greenfield operations preferred
  • Strong background in recruitment and team development
  • Familiar with Contract Law, Trade Terms with excellent negotiation skills

  • Master's degree preferred
