About the Role

We are looking for a versatile and strategic Procurement Manager to oversee our diverse indirect spend categories as we continue to scale our operations in Singapore. This is not a siloed role; you will be the key business partner for our Engineering, IT, HR, and Admin teams.Your mission is to balance the fast-paced needs of a high-growth startup with professional procurement discipline, ensuring we get the best value, quality, and service across all corporate pillars.

Key Responsibilities

1. Comprehensive Category Management

  • Engineering & Facilities: Source and manage vendors for office fit-outs, maintenance (FM), lab/engineering equipment, and workplace safety services.
  • IT & Software (SaaS): Lead the procurement of IT hardware and manage the full lifecycle of SaaS subscriptions (e.g., AWS/Azure, productivity tools, security software), focusing on license optimization.
  • Employee Benefits & HR: Partner with HR to procure and review corporate insurance (Medical/Life), wellness programs, and recruitment agency contracts.
  • Corporate Services: Oversee spend in professional services (Legal, Tax), Marketing/PR agencies, and Travel & Expense (T&E) management.

2. Strategic Sourcing & Negotiation

  • Consolidate fragmented spend across departments to leverage economies of scale.
  • Lead end-to-end RFP/RFQ processes, from market mapping and tendering to final commercial negotiation.
  • Draft and negotiate Master Service Agreements (MSAs) and Statements of Work (SOWs) in collaboration with the Legal team.

3. Process Scaling & Governance

  • Refine and maintain a startup-friendly Procurement Policy that ensures financial control without slowing down innovation.
  • Implement or optimize P2P (Procure-to-Pay) tools to automate approvals and improve spend visibility.
  • Monitor vendor performance through periodic reviews and KPIs.

Requirements

  • Experience:5–8 years of procurement experience, with a proven track record in Indirect Procurement within a fast-growing tech company or a scaling startup.
  • Domain Knowledge: Strong understanding of the Singapore vendor landscape (especially in IT distributors, FM contractors, and insurance brokers).
  • Versatility: Ability to switch gears between technical engineering requirements and corporate HR benefits.
  • Negotiation Skills: A persuasive negotiator who understands how to build long-term partnerships while maintaining a lean cost structure.
  • Communication: Exceptional English communication skills, with the ability to influence stakeholders at all levels (from Junior Engineers to C-suite).
  • Education: Bachelor's degree in Business, Supply Chain, Engineering, or a related field. CIPS or equivalent certification is a plus.
