Job Description

Our client is a leading Chinese company in the fine chemical industry. To support its rapid expansion, Collars Consultants is seeking highly motivated and qualified candidates to join their dynamic team on our client's behalf.

Position:Procurement Executive

Location: Singapore (Must be a Singapore Citizen or Singapore PR)

Role Summary:

  • We are seeking an experienced Procurement Manager to be based in our client's Singapore office, taking full ownership of procurement activities for Newby Supply Chain's trade products. This role also provides procurement support to the client's manufacturing plants in Vietnam and Mexico, and serves as a key liaison between the Singapore office and the domestic headquarters in driving the global supply chain strategy.

Key Responsibilities:

  • Trade Product Procurement – Newby Supply Chain
  • Lead end-to-end procurement for trade products, covering sourcing, price negotiation, supplier management, and order follow-up.
  • Ensure a stable, cost-effective supply chain for all trade products.
  • Maintain strong supplier relationships and proactively manage supply risks.
  • Manufacturing Plant Support – Vietnam & Mexico
  • Provide procurement support for two manufacturing plants, including material sourcing, order coordination, and delivery tracking.
  • Resolve procurement-related issues to ensure production lines operate smoothly.
  • Global Supply Chain Strategy
  • Act as the key liaison between the Singapore office and the domestic HQ.
  • Participate in formulating global supply chain plans and oversee their implementation to align with company objectives.
  • Market Intelligence & Supplier Optimisation
  • Monitor chemical product market trends across Southeast Asia; conduct regular market research and supplier evaluations.
  • Continuously optimise the supplier pool and propose cost-saving and efficiency-improving procurement strategies.

  • Compliance & Risk Management
  • Ensure all procurement activities comply with relevant laws, regulations, and company policies.
  • Adhere to Southeast Asian chemical trade process norms, including applicable safety and environmental standards.
  • Cross-functional Collaboration
  • Collaborate closely with Sales, Production, and Logistics teams to clarify procurement requirements and align supply with demand.
  • Identify and resolve conflicts or bottlenecks in the procurement process in a timely manner.

Requirements:

  • Education & Experience
  • Bachelor's degree or above in Supply Chain Management, Chemistry, International Trade, or a related field.
  • Minimum 2–3 years of hands-on chemical procurement experience with a solid understanding of chemical product properties and procurement standards.
  • Experience in supporting cross-border procurement or manufacturing plant operations is an advantage.
  • Technical Knowledge
  • Solid grasp of procurement processes and best practices, including supplier management, price negotiation, and order management.
  • Familiarity with Southeast Asian chemical trade processes, customs clearance procedures, and tariff policies (e.g. RCEP-related preferences) is highly preferred.
  • An existing supplier networks in the Southeast Asia region is a strong plus.
  • Communication & Interpersonal Skills
  • Excellent communication and coordination skills, with the ability to engage effectively with domestic HQ, overseas plants, and international suppliers.
  • Strong cross-cultural communication capabilities; comfortable working across multiple time zones and geographies.
  • Professional proficiency in English is required; Mandarin proficiency is advantageous for communication with the China HQ.
