Job Description
As a Procurement Executive, you will be responsible for developing and executing procurement strategies that support project success, cost efficiency, and compliance with company policies. You will oversee the end-to-end sourcing process, from contract development and vendor management to tendering and post-award implementation.
Key Responsibilities
Contracting & Tender Management
- Plan and define contracting strategies tailored to project requirements and market conditions.
- Manage contractor pre-qualification and end-to-end tendering processes.
- Collaborate with Project Managers to align scope, schedules, and contract execution.
- Set up and organize global/division tender boards in accordance with internal procedures.
Supplier & Vendor Management
- Conduct supplier pre-qualification and maintain the approved vendor list.
- Organize site visits and technical evaluations of potential contractors.
- Negotiate and manage variation orders and contract renewals/modifications.
Procurement Operations (P2P)
- Execute procurement activities using ERP systems from requisition to receipt.
- Lead supplier selection and tendering for purchases above SGD40,000 without framework agreements.
- Ensure timely and cost-effective delivery of goods and services.
Strategy & Analysis
- Develop procurement and category strategies based on spend and market analysis.
- Align annual procurement plans with functional budgets and timelines.
- Conduct contract, spend, and process analysis for continuous improvement.
Compliance & Performance Monitoring
- Ensure adherence to procurement policies and legal compliance.
- Monitor procurement KPIs and drive initiatives to improve performance.
- Recommend policy and process enhancements to increase efficiency.
Job Requirements
- Bachelor's Degree in any discipline.
- Minimum 3 years experience in Procurement or Contracting Management.
- Strong knowledge of commercial contracts and experience drafting contract clauses.
- Excellent negotiation, analytical, and communication skills.
- Experience using ERP systems and managing P2P processes.
- Proactive, independent, and a strong team player.
