We are seeking an experienced Procurement Bid & Project Manager (PPM) to support bid and project execution across Defense, Security, ICT, and Digital Solutions programs. This role serves as the primary procurement partner to business, bid, engineering, and project teams, ensuring the delivery of competitive, compliant, and cost-effective acquisition strategies that support successful project outcomes.
The successful candidate will lead procurement activities throughout the bid-to-project lifecycle, managing supplier engagement, acquisition planning, risk mitigation, cost optimization, and contract execution while aligning with organizational procurement strategies.
Key Responsibilities
Bid Management
- Act as the Procurement representative within cross-functional bid teams.
- Develop acquisition and sourcing strategies to support bid competitiveness and customer requirements.
- Assess procurement risks, opportunities, supplier capabilities, and cost drivers.
- Consolidate procurement inputs into Acquisition Management Plans (AMPs) and bid submissions.
- Collaborate with engineering, commercial, finance, and project stakeholders to optimize solution design and total cost of ownership.
- Lead supplier engagement, quotations, commercial evaluations, and procurement recommendations during bid preparation.
Project Delivery
- Develop and execute procurement plans supporting project schedules, quality objectives, and budget targets.
- Manage supplier performance, contract execution, delivery commitments, and procurement risks.
- Monitor procurement budgets, forecast costs, and identify opportunities for savings and cost reduction.
- Coordinate acquisition activities across internal teams and external suppliers.
- Ensure procurement compliance, governance, and reporting requirements are met.
- Drive continuous improvement and lessons learned initiatives across projects.
Requirements
Education
- Bachelor's Degree in Business, Supply Chain, Engineering, Information Technology, or a related discipline.
Experience
- 8+ years of experience in Procurement, Strategic Sourcing, Supply Chain, or Project Management roles.
- Proven experience supporting complex bids, tenders, and project-based environments.
- Strong background in supplier management, contract negotiation, and acquisition planning.
- Experience working within technology, defence, aerospace, cybersecurity, telecommunications, systems integration, or engineering sectors is highly preferred.
- Experience managing subcontractors, installation vendors, and external service providers is advantageous.
Technical Skills
- Strong knowledge of procurement and sourcing methodologies.
- Proficiency in SAP, ERP systems, Power BI, and advanced Microsoft Excel.
- Understanding of ICT infrastructure, cybersecurity, digital solutions, or security systems is highly desirable.
- Familiarity with project management methodologies and PMO practices.
