Job Description

Responsibilities:

Process Safety Standards & Systems

  • Implement the requirements of the EHS management system documents across the facility, ensuring process safety practices are embedded in daily operations.
  • Establish and continuously improve technical standards and internal specifications for process safety assessment, aligning with international best practice (CCPS, IEC 61511, ISO 45001) and local regulatory expectations.
  • Maintain full proficiency in HAZOP and other analytical tools and standards (LOPA, What-If, Bow-Tie, SIL/LOPA studies); develop and enhance the company's process safety database, assessment models, and evaluation criteria over time.

Hazard Identification & Risk Assessment

  1. Take charge of HAZOP assessments for plant infrastructure and utilities, and propose appropriate, practical control measures.
  2. Conduct safety assessments for plant production projects, skilfully applying HAZOP, preliminary risk assessment, and other recognised tools; perform evaluations in line with established criteria.
  3. Identify process and operational hazards and translate findings into clear operational and engineering control requirements that operations teams can act on.
  4. Provide technical guidance to the review team during assessments, ensuring analyses are conducted rigorously and consistently in accordance with established standards and methodologies.

Operational Discipline

  1. Review process safety operating procedures and oversee implementation to ensure that safety measures specified in process safety assessment reports are fully carried through to the plant floor.
  2. Participate actively in EHS Management of Change (MOC), identifying and evaluating EHS risks arising from proposed changes, determining appropriate risk-mitigation measures, and following up on their implementation to closure.
  3. Participate in Pre-Startup Safety Review (PSSR) inspections, supervising and confirming that safety measures identified during process safety assessments are in place before startup.

Chemical & Hazard Information Management

  1. Take ownership of chemical management processes, including the collection, organisation, maintenance, and issuance of Safety Data Sheets (SDS/MSDS), safety labels, and related hazard communication documentation.

Incident Learning & Continuous Improvement

  1. Lead the investigation and root-cause analysis of process safety incidents and latent hazards (near misses, process deviations), and track corrective and preventive actions through to verified completion.
  2. Undertake other duties as assigned by management in support of the site's process safety and EHS objectives.

Requirements:

  • Degree in Chemical Engineering, Process Safety, or a related engineering discipline.
  • Demonstrated hands-on experience leading or facilitating HAZOP studies and other structured hazard analysis techniques within a chemical or pharmaceutical manufacturing environment.
  • Working knowledge of Singapore's WSH regulatory framework, including MHI notification and Safety Case requirements where applicable.
  • Familiarity with MOC and PSSR processes within a GMP-regulated manufacturing setting.
  • Strong analytical rigor combined with the practical judgment to translate hazard findings into workable, risk-proportionate controls.
  • Clear communication skills — able to guide cross-functional review teams and influence operations, engineering, and quality stakeholders alike.
  • A collaborative, standards-driven mindset with genuine ownership over the safety of the people and processes you support.
  • Fluent in English (written and spoken); proficiency in Chinese is a plus
