Principal Social Worker (Clinical Excellence Team)

1. ElevateClinical & Service Excellence

. Support Lead Clinician in the development and implementation of clinical frameworks, protocols, and standard operating procedures that guide service delivery across Family Services.

. Ensure adherence to MSF-mandated requirements, overseeing the development of manualsand process guidelines that drive compliance and excellence.

. Establish robust quality assurance mechanisms to track and enhance clinical effectiveness.

. Conduct regular practice observations and case reviews, auditing to assess and refine service standards, ensuring alignment with best practices.

2. Strengthening Professional Development & Capability Building

. Develop and lead training programmes, workshops, and reflective practice sessions for Family Services professionals, enhancing their clinical capabilities.

. Provide clinical supervision, mentorship, and coaching for senior practitioners, guiding them in managing complex cases and ethical dilemmas.

. Establish a learning culture that encourages the continuous development of social workers and counsellors through structured competency-building initiatives.

3. Practice Leadership and Clinical Supervision within CET

. Supervise up to Senior Social Worker (SSW) practitioners within the CET, providing clinical direction, oversight, and professional support for their cross-service work across Family Services.

. Supervise SSW (and below) CET practitioners in providing direct case management, co-working, and case consultation for higher-risk or complex cases when deployed to services for coverage.

. Supervise FSC practitioners, up to Senior Social Worker (and equivalent) level when deployed to services for coverage.

. Exercise clinical governance across Family Services, ensuring that practice standards, risk management protocols, and case management approaches are consistently upheld across FSCs and related programmes.

. Facilitate practice alignment across services, identifying variations in practice and working with service teams to ensure consistency with organisational frameworks, MSF requirements, and evidence-informed approaches.

. Use insights from CET deployments and case consultations to drive cross-service learning, identifying systemic practice issues, sharing lessons across FSCs, and informing improvements to clinical frameworks, protocols, and training.

. Monitor emerging clinical risks, service pressures, and workforce challenges across services, providing recommendations to Family Services leadership to strengthen practice quality and workforce resilience.

4. Research& Organisational Development

. Identify and lead research initiatives in priority areas such as trauma recovery, family violence, and community resilience.

. Participatein and conduct evaluation activities to assess programme effectiveness and in form continuous improvement.

. Translate findings into actionable practice guidelines and contribute to internal forums,external publications, and professional conferences.

. Champion a culture of inquiry, innovation, and evidence-informed practice across the FS network.

. Provide clinical support across Family Services, especially through working closely with FSC PSWs, strengthening practice integration and professional standards across FSCs and related programmes.

. Engagein succession planning and workforce capability development, identifying and nurturing high-potential clinical leaders within the organisation.

. Perform other duties as assigned by Management.

QUALIFICATIONS& EXPERIENCE

. Bachelor's or Master's degree in Social Work from a recognised institution.

. Substantial practice experience within a Family Service Centre (FSC)setting in Singapore, with a strong understanding of FSC operations, service frameworks, and regulatory requirements under MSF.

. At least 8 years of relevant experience in social service practice, including a minimum of 5 years in a supervisory, clinical leadership, or practice development role.

. Strong understanding of clinical practice frameworks, case management processes, and regulatory compliance within Singapore's Family Services landscape.

. Demonstrated ability to provide clinical supervision, mentor practitioners, and guide teams managing complex family and child-related cases.

. Strong analytical and strategic thinking capabilities, with experience in developing practice frameworks, policies, or clinical standards to strengthen service delivery.
