Job Description

The Plant Insurance & Risk, Quality, Legal & Compliance Manager is responsible for establishing, implementing, and maintaining the plant's integrated governance framework covering insurance management, enterprise risk, quality assurance, legal oversight, and regulatory compliance. The role ensures that all plant operations adhere to Group O&M policies, statutory requirements, contractual obligations, and industry best practices, while safeguarding the company's assets, liabilities, and shareholder interests.

A. Operational Dispute Management

  • Lead and coordinate the resolution of operational disputes involving Power Plants, contractors, OEMs, service providers, and internal departments.
  • Maintain a comprehensive register of all disputes, claims, and contentious issues, including chronology, evidence, correspondence, and status.
  • Conduct preliminary fact-finding, gather technical inputs, and prepare dispute briefs for management and Legal Department review.
  • Support Group O&M (GOM) leadership in negotiations, clarifications, and dispute meetings with stakeholders.
  • Ensure timely escalation of high-risk disputes to CSO and GOM.
  • Track and monitor dispute resolution timelines, ensuring closure in accordance with contractual and regulatory requirements.

B. Legal Coordination & Contractual Governance

  • Act as the liaison between GOM, Power Plants, and the Legal Department on all operational legal matters.
  • Review operational correspondence, notices, contractual letters, and technical justifications to ensure alignment with legal and contractual obligations.
  • Support the preparation of formal letters, notices of breach, claims, counterclaims, and contractual responses.
  • Maintain a central repository of all legal correspondence, contractual documents, and dispute-related evidence.
  • Assist in the interpretation of O&M contracts, LTSA/CSA agreements, EPC warranties, and service contracts.
  • Ensure Power Plants adhere to contractual obligations, including reporting, documentation, and compliance requirements.

C. Compliance Oversight

  • Monitor compliance with regulatory, statutory, and corporate governance requirements across all Power Plants.
  • Track compliance obligations from authorities such as Suruhanjaya Tenaga, DOSH, DOE, Bomba, and other relevant agencies.
  • Maintain a Compliance Register and ensure timely submission of reports, renewals, and statutory documentation.
  • Coordinate with Power Plants to ensure audit readiness and adherence to internal and external compliance frameworks.
  • Support investigations into compliance breaches, non-conformities, and operational incidents.
  • Prepare compliance dashboards and reports for GOM management and Board-level committees.

D. Risk Management & Operational Assurance

  • Support the development and maintenance of the GOM Risk Register, covering operational, technical, legal, and compliance risks.
  • Coordinate risk assessments with Power Plants, including identification, mitigation planning, and monitoring of risk controls.
  • Track high-risk items and ensure timely implementation of mitigation measures.
  • Prepare risk reports for management meetings, audits, and regulatory submissions.
  • Support crisis management, emergency response coordination, and post-incident reviews.
  • Assist in developing risk-related policies, SOPs, and governance frameworks.

E. Documentation, Reporting & Secretariat Support

  • Prepare briefing notes, legal summaries, dispute reports, and compliance updates for GOM leadership.
  • Act as Secretariat for dispute review meetings, compliance meetings, and risk management sessions.
  • Responsibilities include:

o Preparing agendas

o Compiling supporting documents

o Recording minutes of meeting (MOM)

o Tracking follow-up actions

o Ensuring timely circulation of updates

  • Maintain structured documentation for audit, legal, and regulatory purposes.

F. Insurance Coverage & Claims Management (Technical):

  • Oversee, monitor, and assess insurance technical coverage for EPH Plant assets.
  • Prepare, follow up, and manage insurance claims for reportable incidents involving property damage and business interruptions.
  • Review all insurance claim reports before submission to brokers and loss adjusters.
  • Ensure timely insurance policy renewals with competitive market rates.
  • Review asset insurance policies to ensure optimal coverage at the lowest possible deductible.
  • Monitor and evaluate insurance broker performance, ensuring contractual compliance.
  • Engage with market representatives to obtain industry insights.
  • Assess insured sums for property damage and business interruptions.
  • Conduct risk surveys in collaboration with insurance brokers across assets.
  • Follow up on unresolved claims, expediting processes where necessary.

G. Special Assignments & Ad-Hoc Support

  • Support CSO & GOM on special investigations, audits, task forces, and operational reviews.
  • Assist in preparing submissions, reports, and documentation for regulatory bodies, Board Committees, and Senior Management.
  • Undertake any additional tasks assigned by CSO and GOM to support operational governance and risk assurance.

Qualification & Experience:

  • Bachelor's Degree in Engineering, Risk Management/Law, or related field.
  • Professional certifications preferred:, ISO Lead Auditor (9001/14001/45001), Certified Risk Manager, Legal/Compliance certifications.
  • Minimum 6–8 years experience in managing insurance, risk, arbitration, quality, legal, or compliance roles, preferably in power generation.
  • Strong understanding of PPA/GSA frameworks, regulatory requirements, and plant operational processes.
  • Willing to travel locally & abroad for a short or long period when necessary.
  • Good inter-personal skills and communications.
  • Expertise in contract negotiation, compliance, and risk management
  • Possess Self-initiative and good interpersonal and communication skills.
