Job Description

Job Scope

We are seeking an experienced Planning Manager to manage project planning and programming activities. The successful candidate will serve as a technical expert within the Planning Department, responsible for developing and reviewing baseline, working and recovery programmes, as well as providing planning and programming support for new tender opportunities.

Key Responsibilities

Project Planning & Scheduling

  • Develop and manage comprehensive project plans, programmes and schedules.
  • Prepare and review baseline, working and recovery programmes.
  • Establish project timelines, milestones, objectives and deliverables.
  • Monitor project progress and identify potential delays and mitigation measures.
  • Coordinate construction activities and ensure alignment with project requirements.

Change & Claims Management

  • Review change orders and assess their impact on project completion dates.
  • Support Extension of Time (EOT) claims and related documentation.
  • Monitor changes to project scope, schedule and deliverables.

Resource Management

  • Plan and coordinate resources including manpower, materials and equipment.
  • Coordinate with contractors, subcontractors and suppliers.
  • Review staffing requirements and ensure appropriate resources are available throughout the project.

Risk & Project Management

  • Identify project risks and develop appropriate mitigation strategies.
  • Conduct regular site inspections to monitor progress and identify potential issues.
  • Ensure compliance with relevant safety and regulatory requirements.

Stakeholder Management

  • Work closely with clients, consultants, engineers, contractors and other stakeholders.
  • Provide regular project planning and progress updates.
  • Facilitate project meetings and ensure effective coordination across teams.
  • Resolve planning and project-related issues through effective stakeholder management.

Project Closeout

  • Oversee planning activities during project completion and closeout.
  • Ensure EOT claims and relevant project records are properly accounted for.
  • Coordinate final project documentation and records.
  • Participate in post-project reviews and identify lessons learned for future projects.

Requirements

  • Bachelor's Degree in Civil Engineering, Construction Management or a related field.
  • Minimum 8 years of relevant experience in the built environment/construction industry.
  • Experience in building and infrastructure projects.
  • Experience with reclamation projects is preferred.
  • Good knowledge of construction methodologies and project management.
  • Strong planning, analytical, communication and coordination skills.
  • Excellent stakeholder management and interpersonal skills.
  • Able to work effectively with local and overseas stakeholders.
  • Proactive, adaptable and committed to continuous learning and improvement.
