Job Description

Maltem Singapore is expanding and we are currently seeking an experienced and proactive People & Culture Manager to join our team!

  • This role is central to the day-to-day people operations of a dynamic Tech Consulting business, supporting a Consultant workforce.
  • The P&C Manager will be the primary point of contact for all employee lifecycle matters from pre-onboarding through performance reviews, payroll coordination, and off-boarding while ensuring a compliant, structured, and people-first experience across the organization.


KEY RESPONSIBILITIES:
Offer Management & Employment Documentation:

  • Draft, review, and issue offer letters, employment contracts, and addenda tailored to consultant and permanent hire arrangements.
  • Ensure all employment documentation is accurate, legally compliant, and aligned with prevailing MOM guidelines and company policy.
  • Maintain a structured repository of letter templates and ensure version control across all HR documentation.

Pre-Onboarding & Onboarding:

  • Manage the end-to-end pre-onboarding process for new consultants, including documentation collection, background checks, work pass verification (EP/SP/DP), and IT access coordination.
  • Conduct structured onboarding sessions to orient consultants to company policies, code of conduct, and client engagement protocols.
  • Liaise with project managers and account teams to ensure smooth Day 1 readiness at client sites.

Consultant Performance Reviews (30 / 60 / 90 Days):

  • Design and administer structured 30, 60, & 90 days check-in frameworks for newly deployed consultants.
  • Coordinate review sessions between consultants, HR, and project or account managers to assess integration, performance, and satisfaction.
  • Document outcomes, flag concerns, and recommend follow-up actions including performance improvement plans (PIPs) where necessary.


Payroll Coordination:

  • Serve as the operational HR liaison for monthly payroll processing, coordinating closely with finance and external payroll providers.
  • Verify timesheet submissions, attendance records, approved leave balances, and variable pay inputs prior to payroll cut-off.
  • Resolve payroll discrepancies promptly and ensure consultants receive timely, accurate compensation and payslips.
  • Maintain compliance with CPF contributions, income tax obligations (IR8A, IR21), and statutory deductions.


Resignations & Off-Boarding:

  • Manage the resignation process from receipt of notice through to final settlement, including acceptance letters, notice period tracking, and clearance coordination.
  • Conduct structured exit interviews and synthesize feedback for leadership review.
  • Ensure full off-boarding compliance including access revocation, asset return, and client site clearance notifications.


Grievances & Employee Relations:

  • Act as the first point of contact for employee grievances, ensuring all concerns are acknowledged, investigated, and resolved in a fair and timely manner.
  • Maintain detailed, confidential case records for all grievance and disciplinary matters
  • Advise managers on disciplinary procedures, performance management, and escalation pathways in line with the Employment Act.


HR Operations & Compliance:

  • Maintain and continuously improve HRIS records and personnel files for all active and alumni consultants.
  • Track leave entitlements, contract renewals, probation periods, and work pass expiry dates with proactive follow-up.
  • Support work pass applications, renewals, and cancellations in coordination with MOM requirements.
  • Contribute to the development and review of HR policies, employee handbooks, and SOPs.


QUALIFICATIONS & REQUIREMENTS:

  • 6 to 8 years of progressive HR experience, with significant exposure in the IT consulting, technology services, or professional services sector.
  • Demonstrated experience managing HR operations for a workforce of up to 80 consultants or contractors.
  • Proven track record in offer letter drafting, resignation management, payroll coordination, and handling employee grievances and disciplinary cases.
  • Hands-on experience with pre-onboarding workflows and structured 30/60/90-day review programs.


Education:

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field.
  • Professional HR certification (e.g., SHRM-CP, IHRP-CP) is an advantage.


Skills & Competencies:

  • Strong working knowledge of Singapore's Employment Act, MOM regulations, CPF rules, and work pass framework.
  • Excellent written English with the ability to draft precise, professional HR correspondence and employment documents.
  • High degree of discretion and professionalism when handling sensitive employee matters.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines across a fast-paced consulting environment.
  • Proficiency with HRIS platforms, payroll systems, and MS Office suite (particularly Excel and Word).
  • Strong interpersonal and communication skills comfortable engaging with both operational staff and senior management.
