The Payroll Specialist is responsible for end-to-end payroll processing across multiple entities and departments. This role ensures payroll accuracy, statutory compliance, effective payroll costing, budgeting, and alignment of salary structures. The Payroll Specialist works closely with Finance, HR, and Management to deliver timely reporting, cost control, and payroll governance.
Key Responsibilities
Payroll Operations
Process and manage monthly payroll for multiple entities and departments accurately and on time Review andvalidate salary data before upload, ensuring accuracy of basic pay, allowances, deductions, overtime, bonuses, and incentives.
Ensure payroll uploads comply with internal policies and statutory requirements.
Handle payroll adjustments, back pay, salary revisions, and ad-hoc payments.
Statutory Compliance & Reporting
Ensure timely and accurate submission of:
CPF contributions
IRAS Form IR8A / Appendix 8A
MOM Manpower Survey
MOM Payroll / Salary Surveys (where applicable)
Stay updated on Singapore labour laws and statutory requirements related to payroll.
Liaise with CPF Board, IRAS, and MOM on payroll-related matters when required.
Payroll Costing & Budget Management
Perform detailed payroll costing by department, position, and entity.
Generate, maintain, and monitor payroll budgets for departments.
Track payroll expenses against approved budgets and highlight variances.
Support workforce cost planning and headcount budgeting.
Salary Structure, Grading & Alignment
Create and maintain salary grading structures and salary bands.
Review, re-look, and realign salary headers and components for positions.
Ensure internal equity and consistency in salary structures across departments and entities.
Support compensation reviews and job evaluations.
Reporting & Management Support
Prepare and submit monthly payroll reports to Finance and Management, including:
. Payroll summaries
. Departmental payroll cost reports
. Variance and trend analysis
Support payroll reconciliations, audits, and finance close activities.
Process Improvement & Controls
Review payroll processes and SOPs to enhance efficiency and accuracy.
Recommend and implement payroll best practices and internal controls.
Support payroll system improvements or enhancements.
Qualifications & Experience
Degree in Accounting, Finance, Human Resources, or related field.
Minimum 5-7 years of relevant payroll experience, preferably managing multiple entities.
Strong knowledge of Singapore payroll regulations (CPF, IRAS, MOM).
Experience in payroll costing, budgeting, and salary structuring.
Proficient in payroll systems and Microsoft Excel.
