The Payroll & Operations Specialist is responsible for the accurate and timely processing of the Singapore monthly payroll, ensuring full compliance with statutory regulations and internal controls. In addition, this role supports employee lifecycle operations, HR documentation, and workforce administration within Workday. You will be a key point of contact for payroll, transactional support for employees.
Payroll Management
- Manage end-to-end monthly payroll cycle, including validation of new joiners, leavers, one time payments and other variable components.
- Perform monthly reconciliation review, variance checks, and data audits prior to payroll submission.
- Liaise with appointed vendors to ensure timely and accurate salary disbursements, including administration of statutory payments and reporting: CPF, SHG contributions, NS Make-Up Pay, SDL, IRAS submissions, and other government-linked claims.
- Process annual tax documentation (e.g. IR8A, Appendix 8A/8B, IR21)
- Ensure compliance with MOM guidelines, CPF Board regulations, IRAS policies, and internal governance standards.
- Maintain secure storage of payroll records and uphold confidentiality at all times
- Support payroll-related internal/external audits and queries.
HR Operations
- Manage employee lifecycle administration from onboarding to offboarding, including contract and letter issuance through offboarding.
- Support employee data updates in Workday and maintain accurate HR records.
- Serve as go to person support for payroll and People operations related queries.
- Working with Talent Acquisition, People Partners, People Systems and related teams in ensuring accuracy in employee data, documentation for employee cases, extensions, and confirmations.
- Continuous Improvement and stakeholder management:
- Standardize and enhance operational processes, templates, and SOPs. ○ Identify opportunities for automation and digitisation within Workday or payroll systems.
- Support implementation of new HR initiatives, policy updates, and compliance requirements.
- Improve employee experience with timely case resolution and service quality.
- Manage payroll vendor deliverables and service SLA performance.
- Be part of the project management team for People related project, as required.
Requirements:
- Diploma or Degree in Human Resources, Accounting, Business Administration, or related fields.
- Minimum 8 years of Singapore payroll experience (vendor-managed or in-house) with full application knowledge of Singapore Employment Act, CPF, IRAS taxation, and regulatory requirements.
- Regional payroll experience and hands-on experience with HRIS systems (Workday preferred) will be an added advantage.
- Strong proficiency in Microsoft Excel (pivot tables, v-lookup, data cleansing)
- High accuracy, confidentiality, and compliance mindset. Strong attention to detail and quality assurance.
- Analytical, resourceful, and able to troubleshoot system/data and stakeholder issues on a timely basis.
- Collaborative team player and able to deliver assignments within required timelines.
