Outsystems Technical Lead

We are seeking an experienced OutSystems Technical Lead to drive the solution architecture, technical design, and execution of citizen-facing and agency-internal digital services within the Singapore Public Sector. In this role, you will lead a team of low-code software engineers, championing robust software engineering standards on the OutSystems platform.

Key Responsibilities

• Solution Architecture & Technical Leadership:

  • Architectural design of scalable, resilient web and mobile applications using the OutSystems platform (O11 / OutSystems Developer Cloud) following Architecture Canvas principles.

  • Translate agency business logic, policy frameworks, and case management workflows into secure technical specifications and low-code data models.

  • Apply sound software engineering practices (code reviews, refactoring, modular design) beyond default low-code abstractions to prevent technical debt.

• DevSecOps, Hosting & Operations:

  • Implement and maintain CI/CD deployment pipelines integrating OutSystems deployment workflows with government cloud infrastructure (GCC 2.0 on AWS/Azure).

  • Ensure system designs adhere to strict data residency, audit trail, and zero-trust security frameworks required for public sector systems.

• Team Governance & Stakeholder Engagement:

  • Mentor and lead a team of local and extended low-code engineers, building platform maturity and OutSystems expertise.

  • Collaborate closely with Agency Business Owners, Product Managers, Solution Architects, and ICT governance leads.

  • Communicate complex low-code architectural decisions and security trade-offs to non-technical agency stakeholders.

Qualifications & Requirements

• Experience:

  • 5+ years of hands-on enterprise application development using the OutSystems platform.

  • 2+ years leading technical teams as a Lead Developer, Tech Lead, or Low-Code Architect.

• Technical Skills:

  • Expert-level proficiency in OutSystems Reactive Web and Mobile architecture, extensions (Integration Studio), and Forge components.

  • Hands-on experience integrating REST/SOAP APIs with enterprise systems and core legacy databases.

  • Strong foundation in web tech (JavaScript, CSS3, HTML5) and relational databases (MSSQL, PostgreSQL).

• Certifications:

  • OutSystems Certified Associate Tech Lead or Professional Developer (Required).

  • OutSystems Architecture Specialist (Highly Advantageous).

• Education:

  • Degree in Computer Science, Information Technology, Computer Engineering, or equivalent practical industry experience.
