Reporting to the Head of Third-Party Risk Management, this role serves as a key member of the Outsourcing and Third‑Party Risk Management function, with primary responsibility for overseeing and continually enhancing the organisation's Outsourcing and Third‑Party Risk Management (TPRM) framework. The role ensures firm‑wide compliance with the Group Third Party Supply and Outsourcing Policy, applicable local regulatory requirements, and supervisory expectations, including those issued by the Monetary Authority of Singapore (MAS).
Job Description
Outsourcing & Third-Party Risk Framework
- Manage, maintain and continuously enhance the firm wide TPRM framework, ensuring an integrated and risk-based approach to the assessment, monitoring and mitigation of risks arising from new and existing intra group and external third- party arrangements.
- Ensure risks associated with third party relationships post contract onboarding are appropriately identified, assessed, monitored and remediated through effective quality assurance and challenge.
- Monitor emerging regulatory developments, industry initiatives and supervisory guidance, and update the TPRM framework accordingly to ensure ongoing regulatory alignment.
Governance, Oversight & Escalation
- Maintain and enhance governance arrangements that provide effective oversight of risks posed by outsourcing, third party and fourth party relationships, including concentration risk and systemic dependency risks.
- Identify, assess and escalate material third-party risk concerns to senior management and relevant governance forums in a timely and structured manner.
- Support the Third Party & Outsourcing Working Group and Third Party & Outsourcing Governance Committee, including preparation of agenda papers, governance materials, minutes and action tracking.
Risk Assessment & Data Management
- Oversee the third-party risk assessment workflow tool, ensuring data integrity, completeness and accuracy to support sound risk reporting and decision making.
- Ensure the completion of initial and ongoing due diligence, risk assessments and periodic performance reviews for outsourcing and third-party service arrangements.
- Maintain the MAS Outsourcing Register and related repositories, ensuring records are accurate, complete and up to date.
Stakeholder Engagement & Advisory
- Partner closely with Sourcing, Operational Risk, Information Security, Technology Risk, Data Privacy, Business Continuity, Compliance, Legal, Sustainability and Audit teams to provide coordinated oversight and challenge across the third-party lifecycle.
- Act as a trusted risk advisor to Business Contract Managers and Business Owners on outsourcing and third-party risk matters, including contractual, operational resilience and control considerations. Deliver training and guidance to internal stakeholders and relevant third parties on outsourcing and third-party risk management requirements.
Audit, Assurance & Onsite Reviews
- Act as the single point of contact for audits and regulatory reviews relating to outsourcing and third-party risk management, including coordination of information requests, responses and remediation tracking.
- Conduct onsite visits and reviews for material outsourcing arrangements, in line with regulatory expectations and internal risk assessments.
- Partner with Operational Risk and Business Continuity functions to support resilience objectives across Corporate Services and other relevant functions.

Experience & Knowledge
- Minimum 5 years experience in Outsourcing Governance, Third Party Risk Management, Vendor Management or related risk and compliance disciplines
- Strong working knowledge of MAS Guidelines on Outsourcing and relevant regulatory requirements
- Familiarity with third party risk assessment tools and workflow systems
- Experience supporting governance committees and regulatory or internal audits
Education
- Degree or equivalent professional qualification in risk management, finance, business, law or a related discipline
