Job Summary:
We are seeking a skilled and experienced Project Manager to oversee and manage the end-to-end installation of dark fibre infrastructure, including civil works such as pipe laying on public roads. The ideal candidate will have strong project management capabilities, experience in underground utility installation, and a deep understanding of regulatory, safety, and stakeholder requirements.
Key Responsibilities:
Project Planning & Execution
- Plan, coordinate, and execute dark fibre deployment projects, including trenching, ducting, pipe laying, manhole construction, and fibre installation.
- Develop and manage project timelines, budgets, milestones, and resource allocation.
- Prepare and review method statements, risk assessments, and construction drawings.
Regulatory Compliance & Permits
- Ensure compliance with local authorities, utilities, and statutory bodies (e.g., LTA, PUB, BCA).
- Apply for road opening permits (ROP), traffic management plans (TMP), and coordinate with public agencies for approvals
Site Coordination
- Supervise and coordinate civil and fibre laying works on public roads, footpaths, and private premises.
- Liaise with contractors, subcontractors, and utility providers to ensure works are executed as per specifications and safety standards.
- Conduct regular site inspections to monitor progress, safety, and quality.
Stakeholder Engagement
- Communicate with internal teams, clients, consultants, and government agencies.
- Provide timely updates on progress, risks, and issues.
- Manage public feedback or complaints related to roadworks and reinstatement.
Health, Safety & Environmental Management
- Enforce workplace safety and health policies.
- Ensure proper reinstatement of roads and pedestrian walkways post-installation.
Documentation & Reporting
- Maintain accurate records of project activities, permits, and correspondence.
- Prepare weekly/monthly reports for management and clients.
Requirements:
- Diploma or Degree in Civil Engineering, Telecommunications, Project Management, or related field.
- Minimum 5 years of experience in managing civil or telecom infrastructure projects.
- Proven experience with pipe laying, ducting, and cable installation on public roads.
- Strong knowledge of local construction regulations and permitting processes.
- Familiarity with road safety practices, traffic control, and reinstatement standards.
- Excellent leadership, coordination, and communication skills.
- PMP or related certification is a plus.
Preferred Qualifications:
- Experience with dark fibre networks, fibre-to-the-home (FTTH), or fibre backhaul projects.
- Hands-on experience in dealing with LTA, PUB, SP Group, or similar statutory bodies.
- Proficiency in project management tools (MS Project, Primavera) and CAD software.
