Position Overview

The Food Bank Singapore was set up in 2012 with a goal to achieve food security for all in Singapore through redistribution of food surplus to needy communities while championing food sustainability. As a registered charity with an IPC status, we provide food support to beneficiary partners like Red Cross, Pertapis, SunLove, Thye Hua Kwan Moral Charities, etc., to bring nourishment to needy communities. The Operations & Projects Senior Manager is a trusted senior leader responsible for ensuring the smooth functioning of all operational, logistical, and organisational systems at The Food Bank Singapore. The role leads cross-departmental projects, strengthens processes, ensures regulatory compliance, and supports strategicdecision-making across the organisation.

A core aspect of this position is the ability to manage ambiguity and operate in a fast-moving environment, offerpractical advice, and develop high-quality project papers/proposals, enabling informed governance decisions and advancing organisation-wide initiatives.

This position will report directly to the Executive Director.

Key Responsibilities

A. Strategic & Operational Leadership

  • Lead the planning, execution, and monitoring of operational and organisational strategies that support the charity's mission.
  • Serve as a trusted advisor to the Executive Director and leadership team on operational priorities, risks, capacity planning, and resource allocation.
  • Ensure operational readiness for all programmes, logistics functions, events, and strategic initiatives.

B. Project Management & Organisational Improvement

  • Lead major organisational projects (e.g., warehouse relocation, technology upgrades, audit frameworks, logistics optimisation) from conception to completion.
  • Establish structured project management processes, including project scoping, risk registers, Gantt timelines, milestone tracking, and evaluation frameworks.
  • Ensure all projects meet quality, compliance, and governance requirements.

C. Drafting of Project Papers, Proposals & Board Submissions

  • The role must produce high-quality documentation that supports strong governance and strategic decision-making. This includes:

Drafting board papers, project proposals, and briefing notes for the Executive Director and Board Committees.

Preparing reports that cover project rationale, cost-benefit analysis, risk assessment, KPIs, implementation timelines, and projected organisational impact.

Ensuring submissions are aligned with IPC governance requirements, charity regulations, and internal policies.

Coordinating with cross-departmental leads to consolidate input and present coherent, accurate, and evidence-based recommendations.

Supporting the Executive Director in preparing board decks, reports, and updates for major operational and strategic projects.

D. Operational Excellence & Continuous Improvement

  • Review and optimise workflows related to warehouse operations, food distribution, logistics, procurement, and supply chain.
  • Implement best practices in food safety, inventory control, vendor management, and operational sustainability.
  • Anticipate operational challenges and resolve issues swiftly to ensure smooth day-to-day functioning.

E. Compliance, Governance & Risk Management

  • Ensure operational and HR practices comply with the Employment Act, CPF Act, Workplace Safety & Health requirements, Charity Act, and IPC regulations.
  • Support internal and external audits, ensuring timely implementation of corrective actions.
  • Maintain and regularly update SOPs, safety frameworks, and organisation-wide risk registers.

F. Performance Monitoring & Reporting

  • Develop, monitor, and analyse KPIs across programmes, logistics, projects, and organisational systems.
  • Prepare monthly and quarterly reports for the Executive Director and Board, highlighting operational achievements, challenges, and strategic opportunities.
  • Implement data-driven decision-making practices and reporting dashboards.

G. Leadership, Culture & People Development

  • Facilitate cross-departmental coordination and promote clear communication pathways.

H. Stakeholder, Partner & Volunteer Coordination

  • Work closely with internal teams, beneficiaries, donors, partners, and government agencies to ensure seamless project and operational execution.
  • Support operational frameworks for volunteer engagement, safety, workflow assignment, and retention.

Qualifications & Experience

a) Bachelor's degree in Business Administration, Operations, Project Management, Public Policy, Logistics, or related field.

b) 7-10 years of leadership experience in operations or project management, ideally in the charity, nonprofit, logistics, or social service space.

c) Strong experience drafting board papers, proposals, and strategic project documentation.

d) Proven ability to lead cross-functional teams and manage complex organisational projects.

e) Strong working knowledge of Singapore's employment laws, safety frameworks, and charity governancerequirements.

f) Excellent written and verbal communication skills, with the ability to craft clear, persuasive, and structured documents for leadership audiences.

d) Strategic Leadership: Ability to translate organisational priorities into executable plans.

e) Regulatory Compliance: Deep understanding of IPC requirements, labour laws, and food safety standards.

f) People Leadership: Ability to guide teams, build culture, and develop future leaders.

g) Analytical Thinking: Proficiency in data interpretation, forecasting, and KPI development.

Other Information

a) Occasional after-hours or weekend work may be required during key operational or project periods.

b) Some travel to partner organisations, community sites, or project locations may be required.
