Working as part of the Branch's Risk Management Team, the incumbent will have the opportunity to participate in managing major risks that Branch faces with primary responsibilities on operational risk management.

In particular, the role sits within the second line of defence and would assist in:

1. Operational Risk Management

  • Establish, maintain and/or enhance the Branch's Operational Risk Management policies and procedures (e.g., general operational risk, 3rd party risk and Business Continuity Management, New Activity Evaluation) based on the development of Branch's business activities and evolving regulatory expectation.
  • Customise and implement operational risk management tools and mechanisms, (such as RCSA, Key Risk Indicators, operational risk events management) to investigate, monitor, assess and report on operational risk profiles and trends.
  • Independently review and challenge the adequacy of third-party risk assessments, supporting documents, controls and remediation plans.
  • Own third-party registers and coordinate periodic risk assessments, materiality assessments and due diligence with Business and Service Owners.
  • Coordinate and enhance the Branch's Business Continuity Management and operational resilience arrangements.
  • Update Business Impact Assessments, critical functions, dependencies, minimum staffing and Service Recovery Time Objectives on a periodic or ad-hoc basis.
  • Identify and Report material business continuity weaknesses or test failures, propose remedial action plans
  • Coordinate and participate in the process of New Products Approval and Review Process.
  • Prepare Operational Risk Management reports for internal and/or external stakeholders

2. Other responsibilities may include:

  • Daily monitoring of asset liability management risks and conducting analysis as needed.
  • Prepare monthly risk management reports covering major types of Branch's risk exposure.
  • Conduct gap analysis for MAS issuances and coordinate with other teams if necessary.
  • Prepare internal and/or external risk related reporting.
  • Coordinate Branch's Council meetings related to risk management, prepare meeting minutes and follow-up on outstanding points.
  • Other tasks as assigned by Senior staff.

Requirements

  • Bachelor Degree in Business, Finance, Accounting, Information Technology or a related discipline. Relevant professional certifications would be advantageous, including, but not limited to, Financial Risk Manager (FRM), Professional Risk Manager (PRM).
  • 2-6 years of relevant working experience in banking. Previous working experience in a foreign bank branch or existing knowledge of major processes in banking is preferred.
  • Strong analytical, report-writing, communication and stakeholder-management skills.
  • Team player with proactive working attitudes.
