Job Description

Overall Job Responsibility

The operations policy team under the Disability Support and Services Group oversees the operational strategy and planning for government funded disability programmes and schemes. This includes analysing, assessing and reviewing the impact of policy changes on disability services as well as developing operational plans to ensure effective and timely implementation

The operations policy team works with internal and external stakeholders translate policy to operational guidelines, design and implement transformative solutions to streamline workflows, enhance system capabilities, and boost operational efficiency.

One of the initiatives under the operations policy team is the implementation of a Social Health Integration Initiative to enhance support to Adult Disability Homes (ADH) in managing persons with disabilities with high support needs.

The Senior Manager, the operations policy team will be responsible for overseeing the implementation of this initiative, including working with multiple stakeholders and healthcare professionals to enhance capabilities in the disability sector to support persons with disabilities.

Duties and Responsibilities

  • Operational Planning and Engagement
  • Work with MOH and healthcare providers (i.e., Institute of Mental Health (IMH) and Happe Hearts Movement (HHM)) to oversee the implementation of a Social Health Integration initiative to enhance support to the Adult Disability Homes in managing persons with disabilities
  • Lead in project management and work closely with MOH, healthcare providers service providers, MSF and other stakeholders
  • Engage and work with healthcare providers (IMH, Happe Hearts Movement) to train ADH staff and implement the initiative
  • Identify challenges faced by the service providers and co-create solutions with relevant stakeholders
  • Knowledge Management and Evaluation
  • Coordinate knowledge management, coordinate development of playbook and data collection
  • Support external evaluation teams to monitor and assess programme
  • Provide secretariat support (where required) to multi-agency implementation workgroup
  • Others
  • Secretariat duties and any other ad-hoc duties assigned

Qualifications, Knowledge And Experience

  • A good Degree in any discipline, with minimum 5 years of relevant experience. Experience in operations policy work or work in the healthcare sector will be preferred
  • Strong stakeholder engagement and communication skills, with the ability to influence, present, and build partnerships
  • Demonstrated ability in project management, including developing SOPs, monitoring outcomes, and driving continuous improvement
  • Excellent analytical and problem-solving skills, with experience in using data and insights to inform policies, programme design, or impact measurement
  • Highly organised, meticulous, and able to manage multiple priorities under tight timelines
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with data dashboards or outcome tracking systems preferred
  • Adaptive, resourceful, and a team player with a growth mindset and strong sense of initiative
