The Project HSSE Manager oversees all Health, Safety, Security, and Environmental (HSSE) matters for projectteams and contractors, ensuring full compliance with project specifications, safety codes, and company policies. The role ensures safe operations and effective emergency management throughout the project lifecycle to achieve safe project completion.
HSSE Leadership & Governance
- Own the project HSSE strategy, aligning with company policies, client requirements, local regulations, class/society rules, and international standards (e.g., ISO 45001, ISO 14001, ISM where applicable).
- Advise the Project Director and leadership team on HSSE risk, performance, and regulatory compliance act as the project SME for HSSE matters.
- Champion a proactive safety culture, visible leadership across EPC, shipyard, offshore campaigns, and suppliers.
Risk Management & Engineering Assurance
- Lead hazard identification and risk processes (HAZID, HAZOP, ENVID, SIMOPS), bowtie risk analysis, and ALARP demonstrations throughout lifecycle gates.
- Review engineering deliverables for inherent safety, layout/fire & gas coverage, escape/egress, lifesaving appliances, and hazardous area compliance.
- Oversee development and maintenance of Major Accident Hazard (MAH) register and Safety & Environmental Critical Elements (SECEs) with performance standards and verification plans.
Construction, Yard, and Offshore Operations
- Establish and enforce HSSE requirements for shipyard/fabrication, precommissioning, and commissioning.
- Develop and implement SIMOPS controls for yard and offshore campaigns manage PTW, isolations/LOTO, lifting, confined space entry, working at height, hot work, and energy control programs.
- Coordinate HUC HSSE plans for offshore installation, subsea tieins, flotel campaigns, and first oil rampup.
Emergency Response & Crisis Management
- Own project Emergency Response Plan (ERP) and bridging arrangements with contractors, marine spreads, and client.
- Plan and execute drills/exercises (MOB, medevac, fire/explosion, loss of containment, spill response) and ensure interfaces with shore base, regulators, and medical providers.
Requirements
- At least 15 years of Oil & Gas industry experience
- Bachelor's degree in Safety Management or equivalent
- Strong knowledge of HSSE policies, legislation, safety codes, and corporate safety directives.
- Experience in implementing and auditing HSSE management systems.
- Ability to conduct risk assessments, accident investigations, and analyze safety data.
- Proven track record in leading internal and external HSE audits, contractor audits, and compliance inspections.
- Familiarity with HAZOP and HAZID processes for procurement, installation, and construction phases.
- Strong communication and leadership skills to train personnel, collaborate with clients, and support senior management.
- Technical background enabling safety-related engineering input and preparation of HSSE documentation for tenders and project initiation.
- Prior experience in a similar position on at least 3 FPSO/Offshore oil and gas projects
- Prior experience working with EPCs strongly preferred
- Experience supporting FPSO construction, integration, and commissioning, including SIMOPS
- Experience leading large teams of 80+ staff
- Proven track record of acting as HSSE focal point in client, regulatory, and contractor interactions.
