Daughters Of Tomorrow Limited

Registered as a charity under the Charities Act of Singapore, Daughters of Tomorrow complements and supports existing training and workforce-related agencies by connecting volunteers and community resources to enable each woman on an individual level. By deep-diving into the practical day-to-day constraints of these women, we offer hand-holding and individual coaching to help each woman reach regular and sustained employment.

Our clients are women aged 18 to 63 from lower-income families (living on less than $1500 per capita per month), mostly living in government-subsidized rental flats, and facing multiple stressors in their families. Through sustained employment, women in our employment bridging program regain confidence in themselves and gain a social support network that helps them through their difficult times.

About the Role

The M&E manager's main role is to ensure that DOT's initiatives are effective and sustainable for the organization's mission and vision. This role is responsible for developing and updating the M&E frameworks, strategies and tools that align with the objectives of each initiative. At the programmatic level, the M&E team coordinates and conducts data collection, validation and analysis using both quantitative and qualitative methods to inform necessary improvements, and provide a narrative of DOT's impact. At the organizational level, they prepare and disseminate M&E reports, dashboards, presentations to facilitate learning, strategy and decision-making. To be successful in this role, it is essential to work in collaboration with all departments, so as to decipher the needs of the organization and set relevant but also high-quality objectives. The collaboration also involves providing technical guidance and capacity building to staff on M&E tools, while collecting representative data. In doing all this, the M&E function enables the organization to remain focused and accountable to delivering impact on the ground, so as to contribute towards the economic empowerment of lower income women in Singapore.

This role will report to the Executive Director, work closely with the M&E Executive, as well as coordinate with other programme functions including Job Readiness Programmes, Employment Bridging & Employer Engagement, and Fundraising & Communications. The role will also involve participating in an organization-wide bi-weekly staff and managerial meetings in person.

Responsibilities

Monitoring & Evaluation

  • Lead the design and implementation of M&E frameworks,strategies and tools towards the aim of documenting and capturingorganizational impact
  • Develop and oversee realistic data collection procedures,including on the organization's data management system - Salesforce
  • Work closely with internal stakeholders to ensure timelyand quality data collection on Salesforce, Google forms, and other platforms
  • Ensure that all M&E tools are updated, includingparameters in surveys, KPI dashboards on Salesforce, etc.
  • Assist the programme team in pulling out data from theseplatforms when needed
  • Oversee quality data processing, including data entry,verification and cleaning
  • Lead the qualitative and quantitative data analysis tomonitor and evaluate programmatic progress and impact
  • Ensure effective communication between the M&E teamand other departments
  • Communicate findings to internal stakeholder so as toinform on progress towards outcome measures, improvements and learning
  • Translate findings into communication pieces for externalstakeholders

Organizational responsibilities

  • Generate relevant data and findings for funding submissions and annual reporting
  • Assist with ad hoc funder requests
  • Assist with the evaluation of current organizational indicators and the identification of new ones (if any) in liaison with senior management team
  • Prepare stakeholder communications and reports based on M&E data
  • Participate in annual project/ strategic reviews and planning workshops
  • Monitor sustainability of all programme outcomes

Capacity building

  • Mentor and build the capacity of M&E team
  • Provide training to internal staff on M&E tools anddata collection as needed, as well as provide technical support duringimplementation

Preferred Competencies & Skills

  • Bachelor's degree in a related field such as social sciences, economics, or public policy
  • Knowledge of M&E concepts, principles, standards, and best practices
  • Experience in designing and implementing M&E systems preferred
  • Experience in conducting evaluations for different types of interventions
  • Proficient analytical skill in research methodologies (both quantitative and qualitative), with an eye for observing trends and contextual factors
  • Detail-oriented, conscientious and responsible with data
  • Ability to exercise integrity and reflexivity in theresearch process
  • Strong written and oral communication skills with the ability to communicate complex and findings in concise ways using various formats like infographics and stories
  • Strong interpersonal skills and cross-cultural awareness
  • Able to work both independently and collaboratively
  • Adaptable to changing contexts and priorities, while managing multiple tasks and deadlines
  • Familiarity with Salesforce, or ability to adapt and learn a new tool
