Job Description

SUMMARY

Conservation International (CI) is searching for a Monitoring and Evaluation (M&E) Specialist to lead the development of an M&E framework for CI's Asia Pacific Field Division (APFD) as well as to provide expert technical support and guidance to programs across APFD's country portfolio, ensuring design and delivery excellence. Sitting within the Chief Field Office Team for APFD and reporting to APFD's Director for Strategy, the M&E Specialist will implement comprehensive M&E systems, tools, and methods that monitor and assess progress towards APFD's programmatic and organizational goals, inform strategic and resource-allocation decisions, and improve impact delivery.

The M&E Specialist will focus on critical APFD priority programs supporting CI's terrestrial, climate, and ocean conservation efforts and drive alignment and raise awareness on critical safeguards, diversity, equity, and inclusion (DEI) principles to support our human well-being outcomes.

Leaning on expertise in MEL, MEAL, MERL, the M&E Specialist will:

  • Design and create M&E systems which are able to track the progress and impact of APFD regional strategy (2025-2030), collaborating and linking closely to country program M&E systems and CI global systems
  • Support APFD country programs to design and develop M&E systems which can track the progress and impact of country strategies (2025-2030) and associated national projects, and create timely impact evaluation reports
  • Represent APFD as the point of contact between the region and CI Global Teams as well as other field divisions (Americas and Africa) on matters relevant for M&E (e.g. institutional and global indicators) and recommend best practices that are effective and appropriate for CI's APFD country programs
  • Provide direct support to projects when identified as priority by APFD regional team, including capacity building, promoting best practices and key recommendations, and lessons learned
  • Oversee regional and national M&E staff if/as identified as a need by programs.

KEY RESPONSIBILITIES

1.Lead the creation and implementation of M&E systems to track progress and impact for APFD and APFD country strategies:

- Together with the APFD regional team, design and create an effective MEAL system to track the contribution of each APFD country to regional and institutional goals in alignment with programmatic strategies.

- Design and create a MEAL system to track and align national projects to the thematic impact areas and sub-thematic areas of each APFD country strategy to ensure monitoring, evaluation, learning, alignment, and impact of each project.

- Support the definition of priority indicators relevant to APFD country strategies.

- Provide periodic quarterly reports and assessments on progress against goals for APFD regional Team.

- Assess progress and refine action plans and outcomes as needed.

2.Direct support to priority APFD projects

- Provide guidance, identify needs, and strengthen the capacity of staff in support of CI country programs, partner organizations, and other institutions through training and on-going technical assistance on: M&E planning and implementation data-gathering instruments and data collection, analysis, and interpretation integration of results into strategic planning and development efforts and technical and donor reporting.

- Provide M&E technical support to help address issues and gaps as identified in priority projects.

- Support APFD priority projects to ensure delivery against objectives (both TOR + project deliverables).

- Complete evaluations of APFD priority projects to help inform next steps and lessons learned to improve project level strategic impact.

3.M&E point of contact between APFD and CI Global and other Field Divisions:

- Serve as APFD's main point of contact for M&E within/across CI.

- Together with the APFD Regional Team, maintain collaboration with CI Global Teams, including Institutional Goal Leads, Technical Assistance Facilities, Science team, etc., to continuously improve M&E systems and update priority indicators as needed.

- Support and inform the refinement of institutional indicators, key project, and program-level indicators.

4.Oversee regional and national M&E staff if/as identified as a need by programs:

- Manage staff directly related to M&E work, providing guidance and support to ensure the delivery of their work scope as well as programmatic impact at a regional and/or national scale.

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

. Potential to supervise staff if/as identified by their Supervisor.

QUALIFICATIONS

  • Master's degree in monitoring and evaluation, social science, or the equivalent analytical discipline and 5-8 years of work experience with M&E, research programs and initiatives, etc. or the equivalent combination of education and experience.
  • Experience working with different approaches including MEL, MEAL, and MERL.
  • Experience formulating strategy to achieve M&E goals, developing, and implementing M&E plans, and reporting on progress.
  • Experience in completing project and program evaluations.
  • Proven ability to understand, interpret and apply technical and scientific information and data to achieve tangible results.
  • Excellent oral, written, and interpersonal communication skills.
  • Strong attention to detail and time management skills.
  • Proficient in use of technology enabled data systems such as Activity Info (AI) or similar platforms.
  • Proficient in Microsoft Office, and with good training in project management as well as Monitoring & Evaluation (M&E).
  • Proven ability to work in a team environment and work well across cultures and within and across organizations.
  • Fluency in English.

Additional Qualifications

  • Experience or working knowledge of conservation related concepts, projects, or programs.
  • Second language skills (e.g. Bahasa Indonesia, French, etc.)
  • Experience with a range of bilateral (e.g. USAID, AFD, DFAT, MFAT) and multilateral donors (GEF, GCF etc.) extending to corporate (private sector donors and clients).

WORKING CONDITIONS

  • Position start date set for 6th January 2025.
  • Extended work hours may be required.
  • Travel of approximately 20% may be necessary including travel to remote locations.
  • Employee can be based from any of CI's Asia Pacific Field Division offices, pending/dependent on work visa approval.
