We are working with one of the leading banks with strong APAC market presence, they are looking for a dynamic individual to lead their middle office department in strategizing and driving the change management process for the Financial Institutions business lines.
Responsibilities
1. Business Architecture & Operational Transformation (Primary Focus)
- Business Setup: Design and implement end-to-end middle office processes for new products, including SOPs and SLAs.
- Process Optimization: Identify operational inefficiencies and lead restructuring initiatives to automate workflows, mitigate risk, and improve turnaround times.
- Change & Systems Management: Drive departmental change by coordinating system enhancements, migrations, and UAT with IT and Head Office.
2. Financial Institutions Middle Office Oversight
- Deposit Pricing: Partner closely with Treasury to manage FTP, approve client deposit pricing, and ensure alignment with spreads, liquidity, and client segmentation.
- Transaction Instructions: Govern instruction processing for interbank placements and settlements, enforcing robust maker-checker controls for SWIFT messaging.
- Client Onboarding & KYC: Oversee the full KYC/AML lifecycle for institutional clients, including complex structures, Wolfsberg questionnaires, and compliance with FATCA/CRS and MAS regulations.
- Credit & Counterparty Risk: Monitor FI credit limits and manage collateral requirements as applicable.
3. Custody Operations & Compliance
- Trade & Settlement Monitoring: Track trade lifecycles, identify exceptions, and implement early risk indicators for settlement or operational issues.
- Regulatory Alignment: Ensure custody operations and agreements remain compliant across Singapore and Head Office regulatory frameworks.
4. Stakeholder & Regulatory Management
- Head Office Coordination: Act as the primary liaison between the Singapore branch and Head Office, communicating local regulatory and operational requirements.
- Audit & Reporting: Support internal and external audits, regulatory reviews, and prepare submissions to MAS.
Qualifications & Requirements
- Bachelor's degree or above in Finance, Economics, Law, or Business Administration.
- Minimum 5 years experience in Banking Middle Office, Operations, or Product Control within a global financial institution.
- Strong advantage for candidates with proven experience in business setup or operational restructuring, with demonstrable process or team build-out achievements.
- High learning agility with the ability to quickly grasp new systems, regulations, and products.
- Solid technical knowledge of SWIFT standards (ISO 15022/20022), MAS Banking Act, and local AML/CFT requirements.
- Strong leadership and coordination skills in a cross-functional, matrix environment.
