Job Summary:
The Marine Manager is expected to take a leading role with accountability in managing the day to day aspects of crew management, crew payroll and HSE (health, safety & environment) requirements associated with shore-based and shipboard operations.
Responsibilities:
1. Oversee the proper and efficient management of crew sourcing, selection and employment functions and processes to support the needs of the vessels under management
2. Develop a core pool of officers, engineers and ratings to serve the needs of vessels under management
3. Develop a group of reliable and cost-efficient sources of crew supply. Crew supplied must be from recognized maritime institutions, properly trained, certified and appropriately experienced for the positions they are employed to work on the vessels
4. Conduct pre-employment interview of senior officers and engineers
5. Manage the crew payroll and ensure crew wages are paid correctly and on time.
6. Control and ensure expense optimization of crew recruitment, joining, repatriation, travel lodging and all other related items
7. Closely monitor crewing and all related expenses and to strictly ensure they are kept within approved budgets
8. Keep abreast with existing and forthcoming industry rules and regulations (eg. IMO conventions, MLC, ITF and etc) governing crew qualifications, training, health, employment, working conditions and all other related matters and to ensure compliance with proper planning and socialization of the impact of the changes to management and crew
9. Oversee the proper and efficient management of HSSE (health, safety, security and environment) functions and processes to support the needs of vessels under management
10. Responsible for the maintenance and update of the company's system manuals for office (DOC) and vessels Safety Management System
11. Ensure all mandatory ISM audits (internal and external) are properly scheduled and conducted in a timely manner
12. Set up a systematic method to monitor HSE audits/inspections schedule, pre-audit/inspection preparation plan and checklist and arrange for timely surveyor/inspector attendance
13. Monitor and track all non-conformities and deficiencies arising from audits/inspections and follow up with office staff and vessel crew for close outs with appropriate remedial actions
14. Responsible for preparing vessels, as assigned by vessel owner / vessel operator for oil major vetting inspection and work towards ensuring approval is obtained
15. Ensure all relevant operational and HSSE publications, notices, manuals, posters are properly provided and displayed onboard the vessels
16. Ensure company policies, procedures and record keeping standards are well socialized to Masters, Officers and crew onboard vessels and ensure they comply consistently to all of these requirements
17. Maintain a system for recording and tracking statistical operational and safety performance onboard vessels (eg. Safety drills, safety meetings, near misses, incidents, accidents, injury, detentions and etc)
18. Conduct regular vessel inspections, a minimum of 1 inspection vessel per vessel per half yearly
19. Keep abreast of current and forthcoming industry regulations and its implementation time line regulations and its implementation line relating to HSSE. To advise management in a timely manner the impact of any regulatory compliance to the operations
Requirements:
1. At least 6 years experience working as a Crewing/ Safety/ Operations Manager/Senior Superintendent. Must have previous sea-going experience, minimum 2 years in Senior Deck Officer/Master position
2. Possess a Degree in Marine / Mechanical Engineering or Master Marine Class 1 Certificate of Competency
3. Ability to lead the team effectively. Good team player.
4. Good interpersonal skills & ability to interact with people at all levels
5. Possess high integrity, both people and result-oriented, highly motivated and detailed/thorough at work

2. Knowledge of vessels trading activities
3. Knowledge of vessels accounting & cost control
4. Knowledge of crew management & crew recruitment & payroll requirements & functionalities
5. Knowledge of marine HSE structure & compliance regime
6. Knowledge and experience in preparing vessels for oil major inspections for approval rating
7. Knowledge of statutory & classification compliance
