The Role
Manager / Senior Manager (Operations Support Section)
The Manager / Senior Manager will be part of the Operations Support Section within the Development Branch of the Industry Training & Transformation (IT&T) Department. IT&T is part of NTUC's Training and Transformation Group and supports companies in workforce, workplace, and business transformation, working closely with unions, government agencies, and industry partners to help businesses and workers adapt to economic, technological, and sectoral changes.
This role reports to the Assistant Director Operations Support Section and plays a critical role in supporting companies in business and workers transformation. The Manager / Senior Manager will support businesses and workers on their AI, business and workers transformation journey by building strong partnerships with solution providers, equipping Industry Training Officers (ITOs) with relevant tools and resources, and enabling effective consultation, project scoping and implementation.
The position serves as a key operational enabler and ecosystem builder — bridging technology and AI transformation strategy, frontline delivery, and external partnerships.
Key Responsibilities
1. AI and Technology Transformation Enablement for Businesses & Workers
- Support businesses and workers in navigating their AI and technology transformation journey, from awareness and diagnostics to solution adoption and implementation.
- Contribute to shaping technology and AI-enabled transformation approaches aligned with NTUC's workforce transformation objectives.
2. Partnerships with Solution Providers & Ecosystem Development
- Form and manage strategic partnerships with AI solution providers and technology partners to expand access to proven, scalable solutions (e.g. enterprise and SME-ready AI solutions).
- Build a robust ecosystem of vendor partners, solution providers, and supporting resources to meet diverse industry and enterprise needs.
- Work with partners (e.g. multinational technology firms, system integrators, AI vendors, etc.) to co-develop offerings, pilots, and use cases that support transformation initiatives.
3. AI Diagnostics, Tools & Resource Development
- Form and leverage partnerships with AI transformation diagnostic providers to provide ITOs with diagnostic tools and resources.
- Oversee the development, curation, and continuous improvement of AI-related toolkits, frameworks, and reference materials.
4. Capability Enablement of Industry Training Officers (ITOs)
- Equip ITOs with a relevant and practical suite of AI tools, resources, diagnostics, and solution pathways to support company engagements.
5. Project Consultation, Scoping & Implementation Support
- Support ITOs in project consultation, including problem scoping, solution matching, and transformation roadmapping.
- Provide operational support for grant-related processes, including scoping, submission, evaluation support, and implementation tracking.
- Facilitate smooth execution of AI transformation projects in collaboration with businesses, partners, and internal stakeholders.
Competencies Required
- Strong stakeholder and partnership management skills, with experience engaging solution providers and industry partners.
- Good understanding of business and workforce transformation, preferably with exposure to AI or digital transformation initiatives.
- Strong organisational and operational capability, with the ability to translate strategic intent into practical projects, connecting to relevant solutions for scoping of CTC projects.
- Analytical and problem‑solving mindset, able to support solution scoping and project implementation.
- Strong communication and interpersonal skills, able to work across diverse internal and external stakeholders.
Job Requirements
Qualifications
- Bachelor's Degree, Post‑Graduate Diploma, or Professional Degree in Business, Economics, Public Policy, Technology, Engineering, or related disciplines.
Experience
- Minimum 10–15 years of relevant experience, preferably in transformation initiatives, partnerships, operations support, or public sector / ecosystem‑based roles.
- Experience working with technology providers, solution partners, or enterprise transformation initiatives will be an advantage.
