The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime.

The Centre for Protective Security (CPS) was operationalised to support the implementation of the Infrastructure Protection Act (IPA) and the Security Industry Transformation Map (SITM). The key functions of CPS are Infrastructure Protection Regulation, Capability Development and Protective Engineering. In addition, CPS collaborates with various public and private stakeholders to reinforce the IPA and synergise efforts to improve the security industry.

The Training & Development (T&D) Branch in CPS oversees the development and effectiveness of training approaches, strategies and curriculum of our courses as well as the professional development of the department's officers and trainers.

As a Manager, Training Development, your role is to manage the learning and development (L&D) activities in CPS. You are responsible for providing policy guidance to CPS staff on training and L&D-related matters, initiating review of CPS training processes and managing the training administration functions.

You will be placed under the Management Executive Scheme.

What You Will Be Working On

As a Manager, Training Development in CPS, your roles and responsibilities include:

  • Developing, planning and reviewing overall training approaches and strategies in CPS. This would include, but not limited to:
  • developing and reviewing the use of training innovation to improve training pedagogy, overseeing the development of CPS trainers on instructional delivery skills and technical knowledge to ensure quality of training;
  • initiating review of CPS training processes, conducting horizon scanning of new and emerging trends and technology tools in the T&L industry;
  • partnering and working with internal stakeholders to develop, review and implement CPS Frameworks and Learning Roadmaps to ensure they remain current and relevant to CPS staff;
  • supporting SPF's initiatives such as the force-wide implementation of the Training Assessment & Evaluation (TAE) Framework in courses, development of new e-Training & Learning (T&L) materials for hosting on Learning Management Systems; and
  • reviewing and implementing risk management framework for CPS to ensure training safety and data integrity.
  • Optimising learning data and analytics to provide business insights to training effectiveness, trainer effectiveness and learning effectiveness. Developing, planning and conducting training evaluation and benchmarking against relevant frameworks and programmes to ensure excellence, industry recognition and alignment with national standards.
  • Managing the training administration function in CPS, which includes but not limited to the following areas:
  • Communicating and providing policy guidance to CPS staff on training and L&D-related matters.
  • Conducting Learning Needs Analysis (LNA), evaluating and recommending suitable training courses for CPS staff, formulating CPS Total Learning Plan (TLP), and organising Learning Visits for CPS Trainers.
  • Scheduling, enrolling and keeping track of CPS staff and CPS Trainers participation in mandatory training courses and developmental milestone courses.
  • Managing CPS's training budget and CPS staff's learning needs.
  • Tracking and monitoring CPS's key performance indicators such as training budget utilisation, training hours and course effectiveness.
  • Maintaining a proper archive system to keep records of key training documents and emails.
  • Processing CPS Trainers honorarium claims.
  • Serving as an adjunct trainer in CPS courses.

What We Are Looking For

  • Relevant qualification from a recognised institution.
  • Possession of DACE/DDDLP or ACTA/ACLP certification would be advantageous.
  • Enjoy working with people and possess good interpersonal, communication and networking skills.
  • Proactive, organised, resourceful and independent in work.
  • Proficient in MS Office applications, especially MS PowerPoint, MS Excel and MS Teams.
  • Prior work experience in training, knowledge management, data analysis, outreach and engagement, Protective Security, Infrastructure Protection or Risk Management would be advantageous. Knowledge of policing work and group operations would also be useful.
  • Possess strong analytical and strategic thinking skills, and good decision-making capabilities.
