Our client is a public-sector-linked organisation undergoing organisational growth, with a focus on strengthening its Talent Development capability beyond ad-hoc training administration towards more structured, organisation-wide capability building.
This role is created to design and shape foundational Talent Development frameworks, working closely with senior HR leadership as a hands-on individual contributor. The focus is on developing career roadmaps, learning frameworks, and structured development approaches, rather than full-scale talent management or succession planning.
This position suits an experienced Talent Development professional who is comfortable thinking structurally, proposing frameworks, and driving implementation end-to-end in a growing organisation.
Talent Development Frameworks
Design and implement structured learning and development frameworks across the organisation.
Develop career roadmaps and progression pathways aligned to organisational roles and needs.
Establish capability development approaches to support workforce growth and readiness.
Organisation-Wide Development Initiatives
Coordinate and progressively enhance organisation-wide learning initiatives.
Work with internal stakeholders and external partners to ensure relevance, quality, and alignment with organisational priorities.
Early-Career & Development Initiatives
Support the design and rollout of internship, traineeship, and early-career development initiatives.
Contribute ideas and frameworks to support longer-term workforce development planning.
Systems & Process Enablement
Support improvements to HR and learning systems and processes.
Participate in the L&D workstream for upcoming HR system migration (e.g. Workday), including streamlining learning-related workflows and data processes.
Shift from Ops to Structure
Help transition learning activities from ad-hoc administration to more structured, data-informed Talent Development practices.
Stakeholder Partnership
Work closely with HR colleagues and internal stakeholders to ensure alignment with broader people strategies and organisational goals.
Experience
Minimum 6-10 years of Human Resource experience, with a strong focus on Talent Development / Learning & Development.
Demonstrated experience contributing to the setup, enhancement, or implementation of Talent Development frameworks or programmes.
Ability to conceptualise and propose career roadmaps and development frameworks, even if not previously implemented at full organisational scale.
Organisational Context
Experience working in medium to large organisations, preferably within regulated or public-sector-adjacent environments.
Builder Mindset
Comfortable working as a hands-on Manager-level individual contributor, with ownership of delivery rather than people management.
Able to operate with ambiguity, manage multiple workstreams, and build foundations before scale.
Systems Exposure
Familiarity with HRMS / LMS platforms.
Experience with Workday or similar systems is advantageous, particularly in implementation or migration contexts.
Qualifications
Degree in any discipline.
Postgraduate qualification in Human Resource Management or related fields is an advantage.
