About the Role (Overall purpose of the job):

The Manager, Strategic Partnerships is responsible for the execution and operational governance of non-profit stakeholder advocacy programmes and partnership initiatives. This role sits within the Strategic Partnerships team under the Communications, Engagement and Partnerships (CEP) division.

The role's primary function is to deliver measurable outcomes in affinity building across key workstreams, with emphasis placed on youth engagement. This is achieved through the execution of planned advocacy tactics, management of operational compliance, and support for the development and enhancement of strategic relationships with Institutes of Higher Learning (IHLs), digital partners, and industry stakeholders.

This position reports to the Lead, Strategic Partnerships, and works cross-functionally with the External Communications, Internal Communications, and Brand Marketing teams.

Roles & Responsibilities:

Strategic Engagement and Advocacy

  • Execute integrated engagement strategies, including online campaigns, social media activations, and targeted digital outreach to build and manage networks of stakeholders and advocates across priority workstreams (e.g. youth, community builders, loyal readers), strengthening brand affinity and corporate reputation.
  • Plan and implement advocacy recruitment and engagement campaigns across digital and physical platforms, leveraging data insights to deepen relationships, grow the advocate database, and track performance against agreed KPIs.
  • Support partnerships with key stakeholders and industry partners (e.g. IHLs, technology companies, government agencies), with a focus on affinity-building outcomes and advocacy opportunities.
  • Review and enhance existing initiatives with industry partners, including digital companies, IHLs, and relevant associations (e.g. WAN-IFRA), to establish mutually beneficial partnerships that strengthen awareness of SPH and achieve the objectives of our advocacy programme.

High-Impact Project and Content Oversight

  • Curate and support youth advocacy programmes in collaboration with internal and external stakeholders to grow a sustainable pool of youth advocates.
  • Evaluate and facilitate partnerships and opportunities that deliver value and create high-impact outcomes for advocacy initiatives and the organisation.
  • Leverage both online and offline initiatives to engage identified workstreams and achieve agreed performance metrics.
  • Conduct regular screening of the partner ecosystem such corporate and industry partners, evaluating, identifying, and managing new and existing partners for strategic value exchange.

Operational Governance

  • Support the exploration and implementation of technology solutions (e.g. CRM) to build, segment, and track the advocacy pool, including defining data fields and segmentation strategies.
  • Ensure all programmes are compliant with best practices, including PDPA and data privacy requirements.
  • Support the identification, assessment, and regular updating of CEP-related risks, conducting at least two reviews annually in alignment with the Enterprise Risk Management (ERM) cycle.
  • Manage and document critical social media processes across platforms, and develop and maintain Standard Operating Procedures (SOPs) for key functions (e.g. verification processes, branding guidelines).

Who we are looking for:

(i) Skills

  • Strong programme and project management skills, with the ability to plan, execute, and deliver multi-stream engagement and advocacy programmes from end to end.
  • Strong capability in online campaign planning and execution, including social media content development and writing, online community building, and advocate recruitment strategies.
  • Demonstrated experience managing end-to-end event delivery, including stakeholder coordination, scheduling, logistics, and post-event evaluation and follow-through.
  • Strong operational and governance skills, including documentation, process management, and development of SOPs.
  • Ability to track, manage, and analyse programme metrics and KPIs, ensuring outcomes are measurable and aligned with objectives.
  • Familiarity with technology platforms (e.g. CRM or engagement tracking tools) to support in identifying suitable platforms and managing participant databases, segmentation, and engagement history.

(ii) Competencies & Personality Traits

  • Execution-focused and highly organised: Demonstrates strong discipline in planning, scheduling, and delivering programmes and events on time and to standard.
  • Detail-oriented and compliance-conscious: Comfortable managing data, participant information, and programme processes in line with governance and PDPA requirements.
  • Able to manage complexity and ambiguity: Handles multiple programmes and events concurrently, adapting to changes while maintaining delivery quality.
  • Collaborative and relationship-driven: Works effectively with internal teams and external partners to coordinate and deliver engagement initiatives.
  • Proactive and self-directed: Takes ownership of programmes and events, anticipates risks, and resolves issues with minimal supervision.
  • Calm under pressure: Performs well in fast-paced environments, especially during live events and high-intensity execution periods.

(iii) Working Experience

  • 5 to 8 years of relevant experience, including at least 3 years in a programme management, project management, or execution-focused role.
  • Demonstrated experience in planning and executing engagement programmes and events, both online and offline.
  • Proven track record of managing multiple concurrent initiatives, coordinating stakeholders, and delivering against defined KPIs.
  • Experience supporting or managing stakeholder engagement or advocacy programmes, including participant recruitment, activation, and follow-up.
