The Role
Senior Executive / Manager (UCC)
U Care Centre was set up to support lower-wage workers in Singapore through the Progressive Wage Model (PWM). As the PWM Secretariat, UCC works closely with internal and external stakeholders to advance the wages, skills, productivity and career of PWM workers in 7 different sectors. The Senior Executive / Manager will work alongside NTUC's Economic Policy and Data Teams to support the PWM implementation and periodic reviews. He/she will report to the Deputy Director to support the day-to-day operations of the department.
Responsibilities:
- Marketing Communication and Outreach: Plan and executive marketing communications campaigns and outreach events to raise PWM awareness among PWM workers and the general public. Manage appointed vendors to ensure timely deliverables of marcoms activities. Propose and create content to increase engagement through various comms platforms and drive collaboration with partners to co-create high visibility digital assets. Plan and conduct industry briefings and events for PWM workers to gather ground feedback and identify gaps/areas of concern.
- Stakeholders Engagement: Organise and facilitate focus group discussions/ meetings with various industry partners including companies, trade associations, training providers, unions and government agencies, etc.
- Desktop Research and Policy Review: Conduct desktop research and analyse data to put forth proposals to review PWM wage and skills ladders, in partnership with policy unit and industry stakeholders.
- PWM Secretariat Function: Plan and organise tripartite and workgroup meetings to facilitate discussions and decision-making. Write minutes of meetings, draft reports and manage administrative functions as needed.
Requirements:
- Degree holder with at least 3-5 years of relevant working experience, preferably in non-profit / social service / public sector organisations
- Proven marketing campaign execution experience
- Strong analytical and problem-solving skills
- Strong networking and presentation skills
- Meticulous, resourceful, and proactive
- Good interpersonal and communication skills (both verbal and written)
- Able to work under time pressures and fast paced environment
- Proficient in Microsoft Office (Word, Excel, Powerpoint, Outlook) and Meta Business Suite. Proficiency in content creation tools will be advantageous.

- Estab: Contract (two-year), with possibility of conversion to permanent position subject to good performance
