The Singapore Global Network (SGN) is a division in the Economic Development Board tasked to re-energise Singapore's efforts in building a strong and extensive ecosystem of overseas Family, Friends, Fans (3F) for Singapore. SGN leads the Whole-Of-Government effort to coordinate across agencies and strengthen our collective networks, whose skills, affinity and influence could help build linkages to global business and enhance Singapore's international mindshare as a leading globally-connected city.

The Strategy, Planning and Analytics team (SPA) oversees SGN's corporate strategy, work planning and data analytics functions. As a Manager / Senior Manager (SPA), you will collaborate with the broader SGN team to develop and implement SGN's strategies for community building and diaspora engagement. You will partner with stakeholders to steer the creation of workplans to achieve SGN's objectives, as well as track corporate KPI performance. Through ongoing research and analysis, you'll stay ahead of trends that can benefit SGN. You will also be an expert in SGN's data systems and processes, generating insights from both descriptive and predictive models to guide SGN's decision-making.

[What you will be working on]

Strategy Formulation

  • Conduct analysis and needs assessment of SGN's strategic priorities alongside key stakeholders to identify areas of improvement and opportunity

  • Propose and lead data-driven research or think pieces on emerging areas or trends that impact SGN's work, and recommend interventions

  • Translate insights into OKRs, jobs-to-be-done, or actionable next steps to enhance SGN's positioning, products or initiatives

  • Liaise with other Government agencies on policy or strategy matters that impact SGN

Corporate Planning and Performance Management

  • Plan, track and evaluate SGN's corporate performance and workplans, including KPI and performance reviews

  • Investigate and uncover issues causing performance gaps and recommend intervention measures to address said gaps

  • Oversee secretariat duties for SGN's Steering Committee meetings and SGN's representation at other Whole-of-Government platforms

  • Collaborate with stakeholders from different teams and levels to co-develop mutually beneficial outcomes

Data Analytics

  • Design and develop reports and dashboards to help SGN's management and internal teams monitor their performance and interpret relevant data

  • Analyse data to derive actionable insights for improving the status quo

  • Partner various stakeholders in SGN, EDB or the rest of government to initiate, scope, conduct and implement data analytics/science projects

  • Review, develop, and help implement data management strategies to maintain or improve data quality standards

[What we are looking for]

  • At least 2 years of relevant work experience. Experience in a strategic or corporate planning role is a plus.

  • Strong analytical capabilities, with ability to draw insights across multiple data sources and utilize appropriate frameworks to drive discussions.

  • A strong sense of intellectual curiosity, as manifested in a willingness to explore new ideas and engage with individuals to uncover new points of view.

  • Proven ability to logically structure and substantiate an argument, including designing testable hypotheses that can be validated with data or stakeholder engagements.

  • Ability to influence internal/external stakeholders to translate ideas to tangible strategy improvements and organizational change, while being sensitive to organizational dynamics and ground realities.

  • Mastery in handling both qualitative and quantitative data, and familiarity with using applications such as Microsoft Excel, Python, R or Tableau.

  • Strong project management and stakeholder management skills

  • Excellent analytical, written, and verbal communication skills

  • A team player with a positive attitude and an excellent work ethic

  • Be a self-starter with the ability to work in an unstructured environment, and flex in different teams as an individual contributor, manager or peer leader. Possesses a strong sense of ownership over deliverables, timelines, and outcomes.
