Job Description

What The Role Is

You will be part of the division's health workforce development team that works on developing and administering scholarships and training grants to support the growth and development of Singapore's healthcare workforce. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On

You will be required to develop and administer scholarships and grants policies, budgets, financial and database operations to support the training and development of the healthcare workforce. You will also support the division's routine budgeting, financial and procurement operations. Your portfolio will involve working with our stakeholders such as partner healthcare institutions and training providers to ensure that their use of the Ministry's training funds are effective, appropriate and accountable.

What We Are Looking For

  • Tertiary education in a relevant discipline such as in finance, accounting, economics or business IT
  • At least 3 years working experience, preferably related to finance/grants management in public service.
  • Knowledge in database management and IT certification (e.g. Google Analytics, TABLEAU) will be an added advantage.
  • Good analytical skills and meticulous
  • Effective written and oral communication skills, as well as inter-personal skills
  • Committed, resourceful and ability to multi-task.
  • Proactive and ability to work in a fast-paced environment.
  • Ability to work both independently and as a team.

    Key Competencies Required:
  • Grant Management — Administers the end-to-end grant lifecycle, ensuring funds are disbursed, monitored, and accounted for in accordance with policy and regulatory requirements.

  • Business Partnering — Collaborates with stakeholders across the organisation to provide financial insights and advisory support that drive informed decision-making, towards a collective purpose.

  • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.

  • Cost & Budget Management — Oversees the effective allocation and utilisation of financial resources to achieve organisational objectives within approved limits

  • Financial Operations and Controls — Manages day-to-day financial processes and implements controls to ensure accuracy, compliance, and integrity in financial transactions.
