The role supports the establishment and operationalisation of the Centre for Strategic Projects Office (CSPO) to strengthen governance, accountability, and end-to-end management of A.STARs physical infrastructure and space portfolio.
The incumbent will play a key role in developing and implementing governance frameworks, standard operating processes (SOPs), and digital management systems that enable data-driven decision-making, operational excellence, and long-term sustainability across A.STAR's infrastructure. We are looking for a highly independent and motivated person to join the Centre for Strategic Projects & Operations to perform the following role.
Responsibilities:
- Develop and Institutionalise Governance Frameworks Formulate and implement institutional policies, procedures, and guidelines (PPGs), as well as standard operating processes (SOPs) for space governance, infrastructure planning, and lifecycle management, to strengthen organisational consistency, accountability, and knowledge transfer.
- Establish Accountability and Oversight Structures Define and maintain governance structures, approval matrices, and accountability frameworks to ensure disciplined, transparent, and well-documented management of A.STAR's space and infrastructure assets.
- Drive Process Integration and Operational Excellence Lead the design and implementation of end-to-end operational workflows, documentation standards, and process maps covering all infrastructure phases, including design, outfitting, relocation, and reinstatement, to promote consistency and operational rigour.
- Coordinate Cross-Functional Planning and Reviews Work closely with multiple internal stakeholders to ensure technical feasibility, budgetary discipline, and systematic tracking of infrastructure utilisation across spaces, projects, infrastructure types, and organisational initiatives.
- Support Long-Term Infrastructure Sustainability Contribute to the development and implementation of the Capital Asset Renewal (CAR) framework and long-term infrastructure management plan, integrating lifecycle costing, utilisation analytics, and forward planning to strengthen operational readiness.
- Support Strategic Documentation and Submissions Prepare approval memos, papers and presentation materials to facilitate informed decision-making, support strategic deliberations, and secure necessary management endorsements.
- Facilitate Governance Coordination and Decision Tracking Provide coordination and administrative support for cross-divisional committees and working groups, ensuring that governance decisions are properly recorded, tracked, and implemented in a timely manner.
- Enable Digital and Organisational Transformation Champion the adoption of digital platforms and central dashboards (e.g. SIMS) to strengthen data governance, improve visibility of space utilisation and RUFM charging, and foster a data-driven operational culture.
- Contribute to Strategic and Special Projects Lead or participate in cross-functional infrastructure initiatives that drive organisational transformation, operational efficiency, and alignment with A.STARs long-term strategic mission.
Job Requirements
- At least 23 years of relevant experience in infrastructure planning, business administration, or public-sector operations, with a Bachelors degree in Architecture, Business Administration, Engineering or a related business discipline.
- Strong analytical and systems-thinking abilities, with demonstrated capability in policy development, project coordination, and operational implementation.
- Excellent communication, writing, and stakeholder management skills, with the ability to engage effectively across senior levels and multidisciplinary teams.
