Manager - Regulatory Expansion & Market Enablement

A high-impact role supporting regulatory licensing, international market entry and the operational readiness required to launch regulated payment products across new jurisdictions.

The Opportunity

Our client is a fast-growing global payments and financial technology company. As the business expands into new markets, it is seeking a commercially minded programme professional to drive licensing and international expansion initiatives from planning through execution.

Working across Legal, Compliance, Risk, Finance, Product, Engineering and Operations, the successful candidate will translate regulatory requirements into coordinated plans, clear ownership and launch-ready operating models.

Key Responsibilities

Licensing & Regulatory Programmes

Support and coordinate licence applications across multiple jurisdictions, working closely with internal specialists and external advisers.

Manage workplans, documentation, dependencies, timelines and governance throughout the licensing lifecycle.

Track regulatory requirements and convert them into practical actions for relevant business and functional teams.

Prepare clear updates, decision papers and escalation points for senior stakeholders.

International Expansion & Market Launch

Drive cross-functional programmes for entry into new countries and the launch of regulated payment products.

Coordinate market assessments covering regulatory feasibility, operating requirements, product readiness and execution risks.

Build integrated launch plans and ensure teams are aligned on milestones, accountabilities and dependencies.

Identify barriers early and work with stakeholders to resolve issues before launch.

Operational Readiness

Translate licence conditions and regulatory commitments into scalable processes, controls and operating procedures.

Partner with Product, Engineering, Compliance, Risk, Finance and Operations to ensure end-to-end readiness.

Support governance forums, progress reporting, risk tracking and post-launch follow-through.

Help strengthen repeatable frameworks and playbooks for future licensing and expansion programmes.

Candidate Profile

Approximately 4-7 years of experience in fintech, payments, banking, financial services, consulting, strategy, programme management or regulatory operations.

Demonstrated experience managing complex, cross-functional initiatives in a regulated environment.

Good understanding of payments, financial-services regulation, licensing, compliance or international market expansion.

Strong programme-management discipline, with the ability to structure ambiguous problems, manage multiple workstreams and maintain momentum.

Confident communicator who can work effectively with senior stakeholders and specialist teams across functions and geographies.

Highly organised, detail-oriented and comfortable operating in a fast-moving, entrepreneurial environment.

Experience with a fintech, payments company, digital bank, regulator, consulting firm or global financial institution would be advantageous.

New-market launches are coordinated across all relevant functions and supported by robust operational readiness.

Regulatory obligations are converted into workable processes and controls, not left as purely legal or compliance requirements.
