Job Purpose

Property & Projects Department (PPD) is seeking an experienced Quantity Surveyor (QS) Manager to oversee cost management, contract administration, and financial control across property and construction projects. The role is responsible for ensuring projects are delivered within budget while maintaining quality and compliance.

Job Responsibilities

  • Handling all quantity surveying related job scopes for new construction & renovation works, upgrading works, reinstatement works, branch repairing and maintenance works on both architectural, civil & structural, mechanical & electrical, external signages and ID façade works for ABB, AHIB and Menara Affin TRX.
  • BQ preparation including specification checking, drawing measurement and quantity taking off from drawings received.
  • Site measurement and dimension verification for BQ quantification.
  • Tender Briefing and technical support on issue raised.
  • Pricing analysis and BAFO interview upon open tender including BAFO report for Tender Committee (TC) paper.
  • Work progress checking and evaluation.
  • Cost study and value engineering to meet budget requirement.
  • Budget estimation for new renovation works, reinstatement works and repair / maintenance works.
  • Variation Order (VO) evaluation and negotiation
  • Final Account preparation

Job Requirements

  • Strong knowledge of contract law and procurement strategies
  • Excellent negotiation and analytical skills
  • Proficiency in cost management software & Excel
  • Strong leadership and communication abilities
  • Able to read and interpret ID drawings into measurable format
  • Degree in Quantity Surveying, Construction Management, or related field
  • Professional certification (e.g., MRICS, RISM, CIOB) is an advantage
  • 8–12+ years in quantity surveying / cost management
  • At least 3–5 years in a managerial role & ID works
  • Experience in property development, infrastructure, or large-scale fast track renovation project
