Job Description

We are seeking a Procurement Manager to support the charity's mission by leading the ethical, transparent, and cost-effective sourcing of goods and services for both operational needs and the delivery of charitable initiatives and events. The role is accountable for end-to-end procurement activities, including vendor management, contract negotiation, and oversight of office premises management, while ensuring compliance with internal policies, procurement guidelines, and applicable regulatory requirements. It also provides leadership and supervision to the staff member responsible for both procurement and premises management functions.

Key responsibilities include managing procurement risks, preventing maverick or off-contract spending, and maintaining strong ethical standards, including integrity in supplier selection, avoidance of conflicts of interest, and prevention of fraud. The role also ensures value for money across all procurement activities, supporting operational efficiency and the effective delivery of charitable initiatives and events.

Job Responsibilities

  • Design and implement procurement strategies that effectively support both organizational operations and the delivery of charitable programs and events.
  • Manage end-to-end procurement activities, including sourcing, purchasing, contract execution, and supplier onboarding.
  • Lead vendor management, including evaluation, relationship management, and performance monitoring to ensure quality, reliability, and value for money.
  • Negotiate contracts and commercial terms in line with organizational policies and compliance standards.
  • Identify, assess, and mitigate procurement risks, including supply disruptions, vendor dependency, and cost fluctuations.
  • Enforce procurement governance, including prevention of maverick spending, adherence to approval frameworks, compliance with all relevant internal policies (including procurement policies), and alignment with ethical and regulatory requirements.
  • Promote ethical, transparent, and sustainable procurement practices, including fraud prevention, conflict-of-interest management, and responsible sourcing.
  • Implement procurement systems and drive continuous improvement in procurement processes, while supporting reporting, audits, budget management, and stakeholder alignment to ensure cost efficiency and accountability.
  • Supervise and provide guidance to the Procurement Executive, who supports procurement execution and office premises management, ensuring efficient day-to-day operations and adherence to established policies and procedures.
  • Any other duties as assigned.

Requirements

  • Bachelor's degree in supply chain management, Business Administration, Finance, or a related field, with 5-8 years of procurement or supply chain experience in non‑profit, public sector, or other regulated environments.
  • Proven expertise in procurement strategy and end‑to‑end operations, including vendormanagement, contract negotiation, supplier relationship development, andstakeholder engagement.
  • Strong knowledge of procurement risk management, governance frameworks, and donor/compliance requirements.
  • Demonstrated ability to enforce procurement controls, prevent unauthorized spending, and uphold robust governance standards.
  • High ethical standards with experience in transparency, accountability, fraud prevention, and responsible sourcing practices.
  • Excellent communication, negotiation, analytical, and interpersonal skills, with the ability to collaborate effectively across cross‑functional teams.
