Job Description

The HEAD Foundation is a charitable organisation established in Singapore in 2013 to contribute to sustainable development in Asia.

The Manager,Location-Based Programmes will support the Director, Operations & Education in developing and managing the Foundation's location-based portfolio. This is a hands-on role within a small team, requiring both independent execution and close collaboration. The role will manage programmes, grants and partnerships across Cambodia and Indonesia, from development and implementation through evaluation, sustainability and transition. The Director will continue to lead overall strategy and senior government relationships, while the Manager will lead day-to-day engagement with implementing partners and progressively support wider stakeholder relationships.

Key Responsibilities

  • Programme Development: Work with the Director and partners to develop integrated interventions around early learners, assess needs and proposals, and translate agreed outcomes into feasible programme plans, partner scopes, resource requirements and budgets.
  • Programme & Grant Management: Manage the Cambodia location-based programme and the development of the Indonesia portfolio across the programme lifecycle, including annual workplans, budget utilisation, timelines, deliverables, risks, reporting, disbursements and closure.
  • Stakeholder & Partnership Management: Manage diverse NGOs, universities, technical partners and service providers across cultures and sectors support the Director in government engagements build effective working relationships and drive agreed actions and outcomes.
  • Outcomes & Sustainability: Ensure appropriate monitoring and evaluation is incorporated into programmes, assess outcomes and effectiveness, use evidence to support programme adaptation, and work with partners towards local capability, ownership, sustainability and transition.
  • Research & Knowledge Translation: Conduct and synthesise research to inform programme development and decisions, document implementation lessons and costs, and translate programme knowledge into clear updates, practical playbooks and accessible outputs for management, the Board and relevant stakeholders.
  • Team & Organisational Support: Strengthen programme systems, records and institutional knowledge and coordinate with colleagues across the Foundation.
  • Foundation Activities: Work with other functions in the Foundation to support the planning and delivery of Foundation events and activities.
  • Other Responsibilities: Undertake other responsibilities related to the Foundation's activities as assigned.

  • Background / Qualifications
  • At least a bachelor's degree a graduate degree is advantageous.
  • At least 5 years of experience managing complex programmes, grants or partnerships.
  • Experience in education, public health, international development or a related field is advantageous.
  • Proven track record in managing workplans, budgets, timelines, risks, deliverables and multiple partners.
  • Experience working with NGOs, universities, government agencies and/or other institutional partners in Indonesia or Southeast Asia.
  • Professional fluency in written and spoken English and Bahasa Indonesia is required.
  • Experience with monitoring and evaluation, results frameworks, programme learning and adaptive management is advantageous.
  • Demonstrated ability to work independently with minimum supervision while contributing effectively within a small team.
  • Strong interpersonal skills and ability to work effectively with diverse stakeholders across multicultural settings.
  • Willing and able to travel internationally to programme sites, particularly in Cambodia and Indonesia.
  • Strong commitment to serving communities and achieving meaningful, sustainable outcomes for young learners.
