Manages, from time-to-time leads, the development and implementation of industrial development/offset in support of current and/or future industrial cooperation obligations.
Oversees relationships with international industries and offset organizations within foreign governments to understand offset regulations and expectations.
Directs the establishment of agreements with offset customers, suppliers and industrial partners that meet customer requirements.
Manages industrial and/or offset programs that satisfy commitments on schedule and within budget.
Directs the reporting on offset progress, and ensures offset commitments are implemented.
Responsible for providing leadership, including mentoring, development and support for all assigned and deployed personnel, performance assessment, assignments, salary, and recognition/disciplinary actions.
Leads day-to-day operations of the Industrial Development department. Focuses on contractual obligations. Provides matrix leadership for offset/industrial program implementation.
Provides liaison and interface with program management.
Provides personnel leadership of offset program implementation. Ensures training/education and development needs are identified and met.
