Job Summary

Resorts World Sentosa is seeking a Manager to join the Human Resources team to manage the employee benefits programmes while ensuring accurate, timely operations and compliance with Singapore regulations. The role oversees vendor partnerships, supports process improvements, and uses data insights to enhance programme effectiveness. You will also be providing employee advisory on benefits, ensuring clear communication while maintaining high standards of service and governance.

Key Responsibilities

Benefits Management & Compliance

  • Manage employee benefits such as medical insurance, WICA, employee perks, dental reimbursement and statutory benefits, ensuring accuracy, compliance and timely processing.
  • Ensure compliance with Singapore employment legislation, insurance requirements and internal HR policies.
  • Maintain benefits documentation, including policy updates and statutory communications.

Vendor & Stakeholder Management

  • Manage relationships with brokers, insurers, TPA, health screening provider, and clinic operator to ensure quality service delivery.
  • Handle and resolve escalations related to benefits issues in a timely manner.

Benefits Operations & Process Improvement

  • Manage benefits enrolment and transactional processes across HRIS and vendor platforms (where applicable), ensuring data accuracy and timely updates.
  • Analyse processes and collaborate with cross-functional teams to identify opportunities for workflow improvement and system optimisation.

Analytics & Market Insights

  • Analyse benefits utilisation, vendor performance, and employee feedback to identify trends and recommend operational enhancements.
  • Conduct data analysis to support reviews of programme effectiveness and market competitiveness.

Communication & Employee Advisory

  • Provide guidance to employees on benefits eligibility, coverage, claim processes, and policy requirements.
  • Prepare clear, accurate communication materials for benefits updates, and ensure content is accessible on internal platforms.

Operational Oversight

  • Oversee daytoday benefits operations to ensure accuracy, service consistency, and adherence to HR governance and service standards.

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum 7 years of HR or benefits administration experience, preferably in a large and complex organisation in Singapore.

Required Skills

  • Strong understanding of employee benefits, including medical insurance, and WICA requirements.
  • Experience in managing vendors such as brokers, insurers, TPAs, and service providers, with the ability to manage escalations effectively.
  • Ability to identify operational issues, evaluate options, and recommend enhancements to benefits processes and communication.
  • Strong analytical skills with proficiency in Microsoft Excel and the ability to interpret benefits utilisation and marketrelated data.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with employees and stakeholders.
  • Highly organised, detail-oriented, and able to manage confidential information with discretion.
  • Able to work independently in a fastpaced environment and provide guidance to junior team members.
  • Familiarity with HRIS or benefits platforms (e.g., SuccessFactors) is an advantage.
