Job Description

Key Responsibilities

Financial Governance & Policy

  • Review, interpret, and enhance internal financial regulations, policies, and procedures to strengthen overall governance and compliance frameworks
  • Ensure alignment with public sector financial policies, audit requirements, and risk management standards
  • Support internal and external audit exercises, including documentation, issue tracking, and remediation follow-ups

Cash Flow & Treasury Management

  • Manage and monitor organisational cash flow, liquidity positions, and funding requirements
  • Maintain and strengthen relationships with banking partners, including optimisation of banking facilities and services
  • Evaluate and recommend suitable banking products to improve cash management efficiency

Financial Assessment & Risk Analysis

  • Conduct financial due diligence and assess the financial health and stability of tenderers, vendors, and project partners
  • Analyse financial statements, cash flow projections, and key ratios to support procurement and investment decisions
  • Identify financial risks and provide recommendations to mitigate exposure

Data Analytics & Reporting

  • Analyse large datasets to support management reporting, budgeting, and forecasting processes
  • Develop dashboards and reports using analytics and visualisation tools (e.g., Tableau) to deliver actionable insights
  • Translate complex financial data into clear narratives for stakeholders and senior management

Process Improvement & Digitalisation

  • Gather business requirements and identify opportunities to automate finance processes
  • Design and implement digital solutions (e.g., using Python or workflow tools) to enhance operational efficiency and accuracy
  • Drive continuous improvement initiatives to streamline workflows and reduce manual intervention

Stakeholder Management

  • Collaborate with internal stakeholders (finance, procurement, project teams) to ensure alignment on financial matters
  • Provide advisory support on financial policies, processes, and system improvements
  • Communicate findings and recommendations effectively to both finance and non-finance stakeholders

Ad-hoc Projects

  • Support strategic initiatives, transformation projects, and other ad-hoc assignments as required

Minimum Requirements

  • Degree in Accountancy, Finance, or related discipline professional qualifications (e.g., CA, CPA, ACCA) will be an advantage
  • Relevant working experience in finance, financial analysis, audit, or public sector finance environment preferred
  • Proficiency in data analytics tools (e.g., Python) and data visualisation tools (e.g., Tableau)
  • Strong analytical and problem-solving skills with attention to detail
  • Good understanding of financial statements, governance, and risk assessment
  • Positive work attitude with ability to work independently and in teams
  • Strong communication skills (written and verbal English), with ability to present insights clearly

Preferred / Good to Have

  • Experience in public sector finance, statutory boards, or large-scale organisations
  • Familiarity with ERP systems (e.g., SAP, Oracle)
  • Experience in process automation, RPA, or digital transformation initiatives
  • Knowledge of procurement evaluation processes and tender assessment
