The Strategic Operations Division is responsible for corporate planning, communications and engagement, financial governance, data and technology, human resources and office management. The Data & Technology team supports the organisation's mission by enabling staff with reliable, secure, and user-friendly digital tools, systems, and data capabilities across the organisation. Acting as both a trusted IT partner and a driver of continuous improvement, the team works closely with stakeholders to improve processes, strengthen data quality, and deliver practical technology solutions that help the organisation operate more efficiently and effectively.

Responsibilities:

We are seeking a Manager to join our Data & Technology team to drive the end-to-end delivery of SIF's digital and data-enabled solutions. This role will work closely with internal stakeholders, Systems Analysts and Data Analysts to translate business needs into well-scoped requirements, coordinate delivery through Agile/Scrum practices, and ensure high-quality implementation across corporate websites, internal tools, enterprise systems enhancements, and data solutions such as dashboards and reporting. You will also coordinate with external vendors, support IT operations processes, and contribute to SIF's digital transformation journey by improving the way teams work through effective technology enablement.

  • Manage end-to-end delivery of SIF digital and data-related initiatives, including corporate websites, internal tools, enterprise systems enhancements, and dashboards/reporting solutions.
  • Engage internal stakeholders to understand operational challenges, gather requirements, and propose feasible technical solutions.
  • Translate requirements into clear JIRA tickets (user stories, tasks, acceptance criteria), breaking down complex needs into manageable development work for Systems Analysts and Data Analysts.
  • Facilitate Agile/Scrum delivery activities including sprint planning, daily stand-ups, sprint reviews and retrospectives.
  • Track delivery progress, milestones, dependencies and risks to ensure deadlines are met and issues are escalated or resolved early.
  • Validate completed work through testing and verification on staging/production environments before closing JIRA tickets and releasing changes.
  • Coordinate with external vendors on scope, timelines, releases and deliverables, ensuring quality standards and required processes are followed.
  • Serve as the key point of contact for clarifications on system functionality, integrations, reporting requirements and enhancement requests.
  • Support digital transformation efforts by identifying opportunities to automate workflows, systems usability, and data accessibility.
  • Support IT operations processes such as IT asset management, vendor compliance, and adherence to governance practices.
  • Support Head of Data & Technology in budget tracking, procurement activities and related reconciliation.
  • Manage organisational forms (e.g., surveys and programme registrations) to ensure consistency, accuracy and data integrity.
  • Support corporate website content updates by coordinating with the Communications team.

Qualifications

  • Degree in Information Technology, Computer Science, Information Systems, Business Analytics or a related discipline. Equivalent relevant experience may be considered.
  • At least 3 years of experience in technology delivery, IT project management, digital implementation, or business analysis.
  • Strong experience managing end-to-end delivery across internal systems, websites, or enterprise applications.
  • Proven ability to engage stakeholders, gather requirements, and translate needs into implementable technical solutions.
  • Strong understanding of Agile/Scrum practices, including running sprint ceremonies and managing delivery workflows.
  • Demonstrated experience in writing clear requirements and managing delivery work through JIRA (or similar tools).
  • Experience coordinating with external vendors and managing delivery timelines, dependencies and scope changes.
  • Strong communication and coordination skills, able to bridge technical and non-technical teams effectively.
  • Able to manage multiple priorities under tight timelines while maintaining strong attention to detail.
  • Hands-on, highly adaptable and solutions-oriented, willing to do what is needed to unblock issues and get projects back on track.
  • Strong team player with a collaborative mindset and service orientation.
  • Agile/Scrum certification (CSM/PSM/CSPO) is preferred; PMP is an advantage.
  • Singaporean.
