Job Description

We are seeking a dynamic and motivated individual with strong analytical and critical thinking skills, experience in programme delivery, partnerships, and stakeholder engagement. The incumbent will play a key role in planning, implementation and monitoring of community programmes, and work closely with partners across the public, private, people and philanthropic (4P) sectors to contribute to meaningful and sustainable outcomes.

This role requires the ability to work effectively within a cross-functional, matrixed organisation, communicate clearly with internal and external stakeholders, and contribute constructively to team and organisational objectives.

The incumbent will contribute to functional areas within the team, including:

• Management and administration of a philanthropic fund

• Development and implementation of programmes of interest to key stakeholders

• Community engagement and activation

RESPONSIBILITIES

Reporting to Head, Community Networks and Partnerships (CNP), the incumbent's responsibilities include the following:

Planning

Analyse data, research, and ongoing engagement with partners across the public, private, people and philanthropic (4P) sectors to identify community needs, emerging trends, gaps and risks, and translate these into clear insights and programme considerations to support decision-making and stakeholder engagement.

Programme Development & Partnerships

a. Manage a Fund for ground-up and community-led initiatives, ensuring effective allocation, governance and impact measurement. This includes collating and synthesising information on funded initiatives for learning and reporting purposes, supporting strategic and co-creation discussions with groups, nurturing promising ground-up leaders, and engaging partners and potential co-funders.

b. Lead or support the end-to-end development of programme proposals in collaboration with partners across the public, private, people and philanthropic (4P) sectors, from planning and budgeting through to sustainability. This includes delivering community engagement or activation initiatives to strengthen a community of care, and programmes that support a resilient, future-ready workforce in emerging skills areas.

c. Develop and strengthen a portfolio of partnerships, building trust and alignment to enable effective collaboration to deliver impactful outcomes.

Programme Implementation & Monitoring

a. Support the implementation of a fellowship-style programme by working with fellows and mentor teams. This includes coordinating programme activities, fostering a peer community among fellows, providing guidance to nurture teams towards intended programme outcomes, collating progress and learning for reporting to funders and stakeholders, and supporting appropriate impact measurement and reflection.

b. Provide oversight of other programmes against objectives, engaging partners to address issues and strengthen delivery.

Team & Organisation-wide Contributions

a. Contribute actively as a member of CNP, Temasek Foundation, or the Temasek Family including participation in cross-team or organisational projects when required.

b. Assist Head (CNP) on any other tasks/projects and when assigned.

REQUIREMENTS

a. Degree qualification with at least 3 years of relevant experience in programme management, partnerships, community development, or social impact, with strong analytical skills to support evidence-informed decision-making.

b. Clear and confident communicator, with strong presentation preparation and delivery skills, able to synthesise information for internal and external stakeholders.

c. Organised, detail-oriented, adaptable, and collaborative team player, able to manage multiple tasks, timelines, and priorities effectively, and build constructive working relationships across sectors in a dynamic environment.
